In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Bringing the Change About: Rural Women Creating Rape Culture Change

This 30-month project will adapt, implement, and expand a Rural Women Project model previously developed by Renfrew County Sexual Assault/Rape Crisis Support Centre to more communities in Renfrew County and share it provincially to address the root causes of gender-based violence. Renfrew County Sexual Assault/Rape Crisis Support Centre will achieve this by (1) adapting and testing the “Survivor Awareness Program” (SAP) using the survivor advocacy journal as a core resource; (2) invigorating and enhancing the Community of practice-led survivor events; and (3) initiating and fostering relationships with allies to increase networks and collaboration through the “We Stand with Survivors” banner initiative during sexual assault awareness month.

At the end of the project, the organization will have (1) disrupted harmful gender norms, victim-blaming, and support survivor voices to ensure those with lived experiences are part of their own solutions; (2) increased pandemic recovery collaboration alongside businesses in Renfrew County, and disrupted stigma and silence about sexual violence; (3) increased networks and collaboration to accelerate systemic change addressing rural sexual violence nationally.

This project will engage community businesses and practitioners, and women with lived experience from the Renfrew County communities in each component of the project. The effectiveness of the recovery model will be carefully documented through ongoing evaluation.

A GBA+ Community Justice Response for Waterloo Region

This 30-month project will develop and implement a five-year community justice action plan that will be built into the ongoing activities and future strategies of participating Waterloo Region organizations to address the root causes of gender-based violence. Young Women's Christian Association of Kitchener-Waterloo will achieve this by conducting GBV prevention and justice response baseline research, including interviewing the target demographic (racialized women, low-income women experiencing homelessness or housing precarity); hosting solutions labs on issues identified in the research and developing action plans; hosting listening sessions as a participant driven way for those involved to be heard, develop understanding, and find a way to move forward; building a coalition; developing a community justice action plan; mobilizing the community around the plan; and building organization and community capacity to encourage sustainability of the plan.
At the end of the project, the organization will have developed a promising practice that will consist of a community justice action plan that documents and addresses the gendered violence prevention and justice response needs of this demographic by engaging those with lived experience and those in positions of leadership to change how justice is experienced in Waterloo Region.
This project will form a coalition, under the leadership of Young Women's Christian Association of Kitchener-Waterloo, YWCA Cambridge, and Community Justice Initiatives, that will develop a five-year community justice action plan and work with the community to implement change and help organizations build this change into their ongoing activities and future strategies to ensure sustainability.

Pathways to STEM for Racialized Immigrant Women

This 28-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Action for Healthy Communities Society of Alberta will work to address the systemic barriers preventing the full participation of racialized women and girls in STEM career fields. This will be achieved by completing an environmental scan, stakeholder analysis and by developing a culturally relevant ‘STEM Leadership Laboratory’ to address gaps for target populations, and foster knowledge sharing by connecting underrepresented youth to existing resources and opportunities. The organization will develop interventions for families and youth to drive change and challenge standard beliefs and assumptions by expanding social networks between underrepresented youth and facilitating discussions on the challenges women face in various sectors to broaden knowledge sharing of these circumstances, igniting dialogue for change.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent and harmful gender norms and attitudes to support women’s equality.

Action for Healthy Communities Society of Alberta will be evaluating their STEM Leadership Laboratory and policies to inform a new strategic plan, possibly replicating the model in other regions and disseminating the tools developed for their use in other community settings.

WISEST will partner with this organization by connecting with mentors, providing expertise and work experience for racialized immigrant and refugee young women.
Ongoing evaluation of the STEM Leadership Laboratory and policies will be conducted to inform a new strategic plan. The model can be replicated in other regions supported by knowledge sharing and the dissemination of tools used

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Black Canadian Women In Action Society (BCW) will achieve this by facilitating the inclusion of black Canadian women in Canadian society by offering presentations and training to agencies and organizations serving black women and other minority groups; building bridges between communities to promote intercultural understanding and dialogue; and promoting equal opportunities for black Canadian women. BCW will also be developing and sharing a toolkit to strengthen the process to create action and solutions for other community organizations where staff lack cultural sensitivity training.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent and harmful gender norms and attitudes to support women’s equality.

BCW has secured partnerships with various organizations in Edmonton, Calgary and Fort McMurray that will support the project by helping to build capacity, positioning the project for success. Partners include MCG CAREERS INC., MacEwan University, The Learning Centre Literacy Association, NSTEP, Edmonton Heritage Council, Association Niger Canada Sahel, and Rehoboth Alliance.

Calgary Immigrant Women’s Association will achieve this by conducting participatory and literature review research to identify and deconstruct attitudes, beliefs and practices that influence gender-based violence against immigrant women; fostering collaborative partnerships between key ethnocultural/religious community groups and service providers to leverage resources and address support services gaps in the Calgary area; and developing and implementing evidence-based strategies to address harmful gender norms, attitudes, and practices.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change and addressing persistent harmful gender norms and attitudes to support women’s equality.
Networking and a multi-pronged approach will be undertaken by Ethnocultural and faith-based community leaders and stakeholders from across sectors to break down barriers that perpetuate gender-based violence and inequality among immigrant women. Additionally, Ethnocultural community members, immigrant women, men, and boys, and family members with lived experience will provide insights on cultural/religious factors to develop and implement prevention-focused initiatives. The effectiveness of the project’s solution initiatives will be measured through evaluation.

This project will bring together women and all people who experience inequity based on gender identity to act as leaders in the development of a solution focused response to ending gender-based violence and gender-based dominance to improve women’s and girl’s economic security and prosperity.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Association of Professional Engineers and Geoscientists of Alberta (APEGA) will achieve this by assessing key chokepoints limiting the full participation of women in the profession, test strategies to address biggest hindrances for underrepresented groups, develop a tested resource bank for engaging, retaining, and meaningfully including women in the workforce.

At the end of the project, the organization will have contributed to addressing systemic barriers by seeking to alter, reorient or connect the elements of a system in order to accelerate systemic change.

APEGA will work closely with industry professionals and diversity & inclusion experts. They will engage their 75,000 members and 4,500 employer members throughout the project and the final recommendations will be shared nationally by Engineers Canada.

Building an Inclusive Feminist Recovery Agenda

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women’s Centre of Calgary will achieve this by convening caucuses of diverse women, including Black, Indigenous, racialized, and migrant women, to collectively identify the key gender equality issues they face as a result of the pandemic, such as barriers to their economic security and leadership; performing evidence-based and anecdotal reviews of the disproportionate impacts of the pandemic and intersectional gender gaps within existing recovery plans; developing an inclusivity toolkit and an inclusive feminist recovery agenda that is community-informed and incorporates the input of diverse women with lived experiences; and convening ongoing meetings and consultations with key stakeholders to mobilize support across sectors for the agenda’s systemic change solutions.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
Through this project, marginalized women’s groups, particularly BIPOC women and women involved in migrant and care work, will be given opportunities to lead the development of a toolkit and recovery plan that contains key recommendations for removing systemic barriers and advancing equality. Women’s Centre of Calgary will leverage existing relationships with their Social Policy Collaborative partners and will build networks with other equity-seeking groups and officials to advance the recommendations towards a recovery from the impacts of COVID-19. The project’s impact will be documented through an evaluation.

Capital Investment Network will achieve this by establishing a national network of Women’s Equity Labs that will consist of nine new chapters across rural and urban areas in seven regions across Canada to increase women-led investing, and the development, implementation, and evaluation of a young women’s mentorship initiative.

At the end of the project, the organization will have contributed to addressing systemic barriers by supporting positive distribution of authority, voices, and decision-making power, encouraging more equitable and effective sharing of resources, and increasing networks and collaboration to accelerate systemic change to support women’s equality.

Building upon a proven model of three existing Women’s Equity Labs in British Columbia, the project will rely heavily upon networking, relationship building and collaboration to empower women across Canada with the skills necessary to actively participate in the investment and leadership of emerging businesses.

The Justice Education Society of British Colombia will achieve this by improving working conditions for childcare workers, increasing access to licenced childcare, providing education on employment rights and business operations, and increasing stakeholder collaboration and peer mentorship.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power.

The project will conduct a needs assessment, pilot a women’s childcare worker peer-mentoring program, and enhance sector collaboration for accessible childcare. The project will also integrate employment rights and business formation into Early Childhood Education (ECE) and professional development training by developing modular curriculum resources for ECE educators.
