In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ending gender based violence as a result of the Pandemic

This 30-month project will put in place a promising practice that will be developed following a needs and gaps assessment in the shelter system in an effort to address the root causes of gender-based violence. South Asian Women’s Centre will achieve this by (1) establishing a project infrastructure that includes an external evaluation conducted throughout the project life cycle and an 8-member Advisory Committee of GBV representatives and survivors; (2) assessing needs and gaps in the shelter system by conducting individual interviews and focus groups; and (3) developing a strategy from which a promising practice will be piloted by selected agencies in the shelter system to support GBV survivors during COVID-19.
At the end of the project, the organization will have developed a prevention strategy to support post pandemic service delivery to South Asian women in the shelter system. This strategy will be adopted, and a promising practice will be piloted by selected partners to create systemic change within their organizations to support women's equality by living in violence-free environments.
This project will engage representatives from the GBV sector and GBV survivors during COVID-19 in each component of the project. The effectiveness of the strategy developed, and the promising practices piloted by selected agencies of the shelter system will be carefully documented through ongoing internal and external evaluation.

Strong Feminist Recovery in Nova Scotia

This 31-month project will support a feminist response and recovery to address from the current impacts of COVID-19 through systemic change. The Fédération des femmes acadiennes de la Nouvelle-Écosse will actively contribute to Nova Scotia’s economic recovery from a feminist and Francophone perspective that reflects the province’s rural/urban duality. To achieve this, the organization plans to create an economic recovery plan, develop and implement an action plan addressing the identified issues, and carry out an awareness and communication campaign aimed at organization and business leaders and policymakers.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by expanding networks and collaboration to accelerate systemic change in support of women’s equality.
The numerous and varied partners involved in this project will actively share their knowledge by participating in the stakeholder committee, supporting communications or providing key expertise. The organization will conduct an internal assessment over the entire course of the project, and will analyze the progress and results achieved against the Gender Results Framework.

BRIDGING THE GAPS - A feminist response to pandemic recovery in Restigouche & Avignon

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Restigouche CBDC inc. will seek to support an intersectional feminist response to COVID-19 that centers on the lived experiences of rural women from the Restigouche and Avignon regions, following the principles of GBA+. They will achieve this by creating an advisory board, developing a needs assessment report, an action plan and an evaluation plan, advancing inclusive policies and practices with new tools and resources, increasing networks and collaboration as well as sharing the knowledge to accelerate systemic changes to improve women’s economic security and prosperity post-COVID.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will bring together the Restigouche and Avignon regions’ women and girls with lived experience, as well as local businesses, private sector and other sectors across these regions to document the challenges experienced due to the pandemic, and to lead the dissemination of key recommendations for policy and programs towards a recovery from the impacts of COVID-19.

This 24-month project will develop and implement a consent campaign and a network of youth advocates comprised of women and men to address the root causes of gender-based violence on university campuses. We Worthy Women will achieve this by engaging with students and universities to identify barriers and needs, by working with male students and faculty to become champions in ending sexual and gender-based violence, and by developing a network of youth advocates to collaborate during and beyond the project.
At the end of the project, the organization will have developed a promising practice which will strengthen a culture of consent on Atlantic Canadian university campuses, increase the number of men involved in ending sexual violence on campus, and create a cross-provincial network of students to mobilize resources and drive real change.
Partners involved come from diverse areas of expertise and will advise and support We Worthy Women at all stages of the project. Collective Action, an activism platform, will be utilized to assist the organization in sharing information collected from the consent campaign, and in calling for action and support from institutions around sexual violence prevention at Atlantic Canadian universities.

Speak Up: Collaborating for Impact

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women’s Network PEI will achieve this by enhancing collaboration across women’s and feminist organizations in Prince Edward Island on issues related to gender equality. The organization will create a Feminist Activism Committee to identify priority and emergent needs to be addressed collectively, will create an Action Plan that will guide the work of the committee, and will sustain partnerships with stakeholders and decision makers to initiate calls to action.
At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more equitable and effective sharing of resources, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.
Partners involved in the committee are well known to the organization and represent a variety of groups in Prince Edward Island. This project will bring together self-identified women leaders in nonprofit organizations to work collaboratively to enhance their ability to advocate for systemic change regarding policies and procedures that impact them. Women’s Network PEI will aim to maintain the Feminist Activism Committee beyond the length of the project and build up membership for maximal impact.

Breaking Barriers for Women in Rural Newfoundland

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. NorPen Status of Women Council will help women in rural Newfoundland overcome barriers related to post-secondary education and employment. This will be achieved by conducting an in-depth community-led research within its catchment area, by developing and proposing new policies and procedures to overcome identified barriers for post-secondary institutions, government bodies and rural employers in the region, and by creating and sustaining partnerships with concerned stakeholders to initiate systemic change.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.
The organization will be mindful of applying a GBA+ analysis in all aspects of the project and will formulate conclusions based on comparative evidence. Necessary reports will be completed to support findings, identify long-term outcomes, and evaluate the sustainability of the project.
The NorPen Aboriginal Women’s Circle will play a valuable role in the project as they will help the organization identify barriers within the indigenous community and offer insight on how to apply an Indigenous lens to all aspects of the project.

Making Gender Parity in Politics Inevitable/Facilitating Newsroom Accountability

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Informed Opinions will achieve this by advocating for policies and practices to increase women’s leadership in democratic, civic, public or private sectors while addressing discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will help advance women’s post-pandemic recovery by addressing systemic barriers to women’s political participation identified in the Elect Her report, creating conditions conducive to change by Reviewing Canadian political parties' existing policies and practices related to recruiting and running women in winnable ridings, and identifying persistent sources of resistance, while assembling research (Canadian, international) to challenge that resistance. This will result in a coordinated thought leadership campaign, mobilizing and supporting political scientists and advocates in making clear the indefensibility of the status quo and profiling practical approaches to remedy it. This project will be amplifying this news commentary through additional earned media (broadcast and podcast interviews, press gallery briefings, coordinated social media campaigns featuring arresting infographics and compelling videos) and by creating an SEO-optimized accessible and dynamic online portal to house all related materials and
solicit ongoing engagement. Public opinion research will be conducted following the amplified thought leadership efforts to reflect and leverage evolving public sentiment on related issues and research-supported tools, in collaboration with newsrooms and journalists to overcome sexist news coverage.

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Mouvement Ontarien des Femmes Immigrantes Francophones (MOFIF) will achieve this by (1) equipping and engaging community and para-public organizations in the fight for equity and the importance of including Francophone immigrant girls and women; (2) producing a white paper "L'équité, l'importance d'inclure les filles et femmes immigrantes francophones"; (3) testing a civic and political engagement program specific to Francophone immigrant girls and women and developing its final framework; and (4) breaking the isolation of Francophone immigrant women entering politics.
At the end of the project, the organization will have contributed to addressing systemic barriers by Advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; and Supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
As part of this project, partner organizations working with Francophone immigrant girls and women and school boards will be involved to share their expertise and promote the project to target populations. MOFIF will establish other relevant partnerships during the implementation of the project to ensure its success and help women overcome the current impacts of COVID-19.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The YWCA Halifax will achieve this by scaling-up a past Gender Inclusive Leadership course and by piloting new initiatives that promote the participation of diverse and underrepresented women in skilled trades in Nova Scotia.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive practices, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of voices, and addressing persistent harmful gender norms and attitudes to support women’s equality.
This project will bring together sector and system partners, such as private sector employers, industry associations, unions, the Nova Scotia Apprenticeship Agency and the Office to Advance Women Apprentices to foster the economic security and prosperity of diverse women in skilled trades. The YWCA Halifax will organize various learning opportunities to build awareness on barriers to women’s recruitment, retention, and advancement in the skilled trades and to shift workplace cultures towards diversity and inclusivity.
