In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will provide key services to Indigenous women and families of MMIWG in the context of COVID-19. The MMI-FIND Helpline will provide support, access to key services and serve as a referral service system for Indigenous people across the Eastern provinces facing compound impacts of MMIWG and COVID-19. The organization will also form an Advisory Circle to oversee the coordination and expansion of the MMI-FIND Helpline in Eastern provinces.

At the end of the project, the organization will have further developed their relationships with Indigenous organizations across Eastern provinces, expanded the MMI-FIND Helpline to Eastern provinces, developed resource manuals and conducted staff training for helpline workers in order to better support Aboriginal women and families of MMIWG.

This 24-month project allows Women’s Network PEI to address impacts of Covid-19 in rural areas through the development of a framework for rural women’s centres in Prince Edward Island. Specifically, this project will conduct a needs assessment, further develop partnerships with key stakeholders and advance initiatives and one-on-one support for women-identifying Islanders.

At the end of the project, the organization will have expanded its presence and programming to two underserved rural areas in eastern and western PEI. It will also be able to better support women in these areas and will have developed a model for opening rural women’s centres in PEI.

Ambassador Program - Spurring Women Empowerment and Economic Contribution

This 36-month project will establish an ambassador program comprised of key champions from the information and communications technology (ICT) industry across Canada to help guide private and public organizations in the design and implementation of business plans and best practices within the digital economy. The project will create a network of business leaders who will act as ambassadors to other organizations to help them build their capacity to leverage the leadership advantages of women and promote gender equality in management. This project will leverage the talents of women in various sectors (telehealth, e-commerce, FinTech and advanced manufacturing) and position Canada on the global stage post-pandemic, with Covid-19 highlighting the importance f a digital economy. Research will be conducted to measure the success of the program. Best practices will be identified and a toolkit will be developed. Events will be organized to promote the program and mobilize partners. ICTC will work with partners in each of the four provinces (Ontario, Nova Scotia, Alberta and Quebec), including associations, universities and employers in the community, to promote the advancement of women in leadership in the digital economy.

An intersectional approach based on a diagnostic-action method

Description:

As part of this 36-month project, La Société Elizabeth Fry du Québec (SEFQ) will develop and implement an individualized and holistic approach to intervention with at-risk women in court, victims or survivors of human trafficking in Quebec by applying an intersectional lens based on a diagnostic-Action, which will enhance knowledge and support to empower women who are or have been incarcerated.
This objective will be achieved through the work of the intervenor 1) targeting women whose release is imminent or with charges related to drug use, street gang membership, pimping, 2) diagnosis: intersectional analysis of needs, 3) development of the exit plan and personalized action strategy and 4) follow-up; adjustments, support in custody and in community. By the end of the project, the organization will have implemented and evaluated the effectiveness of an individualized and holistic approach to intervention with at-risk female offenders, victims or survivors of human trafficking. Participants will have developed their autonomy, implemented problem-solving strategies, worked on their self-esteem and initiated a process of change. The project will include an external evaluation.
The objective of the external evaluation will be to assess promising practices that have been developed, tested and carried out throughout this project. The evaluator will be external to the organization and have the experience and expertise required for the evaluation.

This 60-month project will develop the “Ikajurniq (Helping one another)” approach and test its applicability as a promising practice for improving the capacity of emergency shelters to deliver culturally-appropriate services for women and children in Nunavut. Collaboration with local partner organizations will allow to test enhanced programming and staff training to promote culturally safe and relevant practices specifically tailored for Inuit women and children through Nunavut shelters’ services as well as those of the Umingmak Centre, a child advocacy centre for children and adolescents who disclose abuse. A rigorous evaluation of Ikajurniq’s capacity and training interventions will be conducted using the Piliriqatigiinniq Partnership model for Community Health Research.

This 36-month project will promote women’s economic rights, leadership capacity, and advance gender equality by aiming to create systemic change through the development of a pipeline that will enable managers from the private sector to sponsor and advocate for Black girls and women in a corporate setting. The project will be designed by and for Black woman and girls and delivered through a digital platform/online to increase representation and equitable career advancement that can be measured and quantified over time. (Physical locations across Canada in collaboration with sector leaders from proposed companies will launch in accordance with national COVID-19 protocols when possible). The project will target Black Women and girls through community and corporate partner organization referrals, social media, print, broadcast calls to action, to provide access to other women leaders, training, resources, and technology designed with a GBA+ lens that recognizes the intersections that make up the identity of those who identify as Black women. The INNOVATE Youth Initiative will engage partners and youth through consultations and workshops to increase awareness, visibility and knowledge of the diverse experiences of gender inequality faced by Black youth in Canada, challenge rigid gender norms and stereotypes, and build leadership capacity of youth to sustain progress on gender equality and gender inclusivity and address systemic barriers to equality.

This 36-month project with the Assembly of Manitoba Chiefs Secretariat Inc. will develop and implement a Survivors Mentorship Module, which will outline how survivors can respectfully, safely and appropriately engage in Manitoba First Nations’ efforts to combat human trafficking. The organization will also develop a safety and protection education curriculum for at-risk youth. The purpose of these promising practices is to advance knowledge and enhance empowerment supports for survivors of human trafficking.

This will be achieved by developing, testing, implementing and evaluating the two tools (Survivors Mentorship Module and education curriculum), as well as hosting a promising practices workshop, establishing and engaging with a Survivors Advisory Group and utilizing a trauma-informed and culturally-based approach.

At the end of the project, the organization will have developed and implemented two community-based, culturally-rooted tools aimed at building awareness and identifying concrete actions to prevent human trafficking for Manitoba First Nations.

The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 36-month project with the Justice Education Society of BC will develop, implement, and evaluate prevention and intervention programs that will enhance empowerment supports to advance knowledge and enhance empowerment supports for at-risk women and girls, as well as women, especially Indigenous women, survivors of human trafficking in British Columbia.

This will be achieved by education and intervention programming workshop/ webinar series, educational resource distribution and needs assessments that will integrate survivor’s experiences and recognize the intersectionality of human trafficking, gender-based violence and gender equality.

At the end of the project, the organization will have conducted a needs assessment, produced and distributed educational resource and intervention programming, delivered prevention education in a mentorship program, and evaluated Human trafficking prevention and intervention practices.

The project will include an external evaluation that will look at the success and scalability of the promising practice.

Description:

This 36-month project with Mouvement contre le viol et l’inceste / Collectif de femmes de Montreal will develop and implement trauma-informed intervention practices to strengthen the psychosocial intervention program to advance knowledge and enhance empowerment supports for at-risk migrant women and survivors of human trafficking.

This will be achieved by acknowledging the complexities of trafficking and their link to other forms of gender-based violence, creating a safe space for processing traumatic experiences, breaking down social isolation and building social connexions, providing concrete supports in taking the steps to rebuild lives in the aftermath of trafficking and informing migrant women on their rights, and referring them to specific resources as needed.

At the end of the project, the organization will have strengthened and increased its capacity to serve trafficked migrant women through the integration of best practices in its existing psychosocial intervention program, which aims to empower migrant women to overcome the consequences of living through exploitation and violence.

The project will include an external evaluation.
The purpose of the external evaluation is to evaluate the promising practice(s) that was developed, tested and implemented during the course of this project. The evaluator will be external to the organization and will have experience and expertise in evaluation.
