In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 32-month project with Covenant House Vancouver will develop and implement intervention practices that will advance knowledge and enhance empowerment supports for youth aged 16 to 24 at risk of, or survivors of, sexual exploitation and human trafficking in Vancouver.

This will be achieved by researching, drafting, distributing and evaluating a practice guide, tool kit, and training model to support frontline staff and community partners to provide empowerment supports for trafficked youth.

At the end of the project the organization will have strengthened policies and practices with respect to human trafficking and sexual exploitation of youth. CHV staff will be fully trained and supported to implement best practices, and the tool kit generated by the project will be shared at a training session for community partners.

The project will include an external evaluation that will look at the success and scalability of the promising practices.

Description:

This 38-month project with the Nova Scotia Native Women's Association will develop and implement the Nova Scotia Indigenous Human Trafficking Prevention Strategy, a promising practice that will advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking in Nova Scotia.

This will be achieved by creating a prevention advisory committee; by creating and implementing prevention program activities, workshops and services; by creating a more comprehensive circle of support for organizations and individuals; and by evaluating the efficacy of coordinated access as a meaningful community-based tool to combat human trafficking.

At the end of the project, the organization will have the capacity to provide trauma-informed programs and services for victims and survivors, created and delivered in a culturally relevant manner, utilizing Mi’kmaw language and practices as the foundation.

The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 12-month project will engage leaders from various francophone minority communities across the country in a conversation about each person's key role in the fight against toxic masculinity and francophobia. This project will host the first national forum to address toxic masculinity and francophobia. Mobilized around the values of cooperation, dialogue and collective action, more than 70 leaders from coast to coast (presidents, CEOs and representatives of organizations, community leaders, student council leaders, etc.) will participate in this two-day forum. A manifesto will be developed by participants, which will present positive actions and recommendations to help eradicate toxic masculinity and francophobia.

Call to Men: Promote Gender Equality and Prevent Violence

Description:

This 18-month project will support the development, implementation and evaluation of a social marketing campaign, featuring compelling calls to action to inspire men and boys across Canada to change their attitudes and behaviours, to seek help when needed, and to embrace their roles as allies and change makers. Key products to be developed include a dedicated webpage, an overall call to action with a list of actions men and boys can do, a digital video and social media assets/media buys.

White Ribbon will also work to engage youth (especially young men) in their communities to build their capacity to challenge rigid gender norms and stereotypes. Through a targeted youth engagement strategy (e.g., social media, workshops, events), youth will add their voices and increase the dialogue to influence their peers to address harmful gender norms, attitudes and behaviours. The National Youth Working Group will provide input into the targeted plan and contribute to its broad activation.

A feminist Advisory Committee and collaboration with women’s groups will ensure accountability. Campaign messages will be amplified through our partnerships and will provide a further avenue to support survivors of gender-based violence, in this unique time of global crisis.

This 38-month project with the Sudbury and Area Victim Services/Services aux victimes du grand Sudbury (SAVS) will develop and implement promising practices through the design and implementation of the Holistic Arts-Based Program (HAP) to advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking in Northern Ontario.

This will be achieved by 1) delivering the HAP through group facilitation in the Sudbury Area; 2) empowering youth to gain self-compassion, empathy, and effective coping strategies; and 3) delivering trauma-informed materials to youth groups.

At the end of the project, the organization will have 1) delivered HAP to at-risk populations and survivors of human trafficking, including at-risk females and LGBTQ2S+ youth; 2) provided real-life skills training on mindfulness and self-awareness to youth; and 3) enhanced availability of trauma-informed bilingual materials in the Sudbury Area.

This will be achieved by engaging key partners and stakeholders in a Human Trafficking Advisory Collaborative Committee, conducting human trafficking professional learning webinars, and developing and distributing a human trafficking tip sheet for school leaders.

At the end of the project, the organization will have developed an effective and replicable human trafficking professional learning model for school leaders which can be implemented across Canada.

The project will include an external evaluation that will look at the success and scalability of the promising practices.
