In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Effective Intervention for Survivors of Human Trafficking Accessing Shelter Services

This 44-month project with Hiatus House will develop and implement promising practices that will entail the development of guidelines and tools to help shelter professionals and allied partners working with survivors of Human Trafficking to advance knowledge and enhance empowerment supports to non-status, refugee, immigrant and racialized women.

This will be achieved by hiring a project coordinator; conducting literature review and developing, implementing and disseminating of guidance and tools to screen, assess, and intervene effectively with survivors as they access shelter services. The project will foster partnerships with key stakeholders and include the voice of people with lived experience.

At the end of the project, the organization will have advanced knowledge and developed effective interventions to help survivors of human trafficking.

The project will include an external evaluation that will look at the success and scalability of the promising practices.

The supplement funding will be used to create training resources for primary and allied organizations working with survivors of human trafficking, implement training tools with additional agencies across the sector and/or person with lived experience in Chatham, Sarnia, Windsor-Essex, develop and disseminate public education tools and host a specialized community event to educate social service sector and increase awareness of exploitation within the community, identification of experiences of exploitation, and resources available to engage in proactive and preventative conversations.

It's My Life: A survivor-centered approach to end human trafficking

This 38-month project with the Elizabeth Fry (Unison) Society will develop and implement a comprehensive and multi-disciplinary service delivery approach to advance knowledge and enhance empowerment supports for at-risk populations, such as Indigenous women and girls and youth and survivors of human trafficking.

This will be achieved by identifying staff and partners; developing and implementing prevention measures and tools; providing transition resources; and by providing healthy reintegration support to those who have survived the experience of human trafficking.

At the end of the project, the organization will have identified project staff, Ad Hoc Committee and expert consultants; developed prevention measures and tools; developed a transitioning plan based on the needs of survivors of human trafficking; and developed a multi-level safe re-entry plan for survivors of human trafficking by partnering with community agencies.

The project will include an external evaluation. The purpose of the external evaluation is to evaluate the promising practice(s) that were developed, tested and implemented during the course of this project. The evaluator will be external to the organization and will have experience and expertise in evaluation.

This 38-month project will test a remote training and mentorship program for shelter workers to better support vulnerable children and youth in northern, rural and remote areas who have experienced and/or witnessed gender-based violence. The project will be based on the Prevention, Education, Advocacy, Counselling, and Empowerment (PEACE) Program developed by BC Society of Transition Houses (BCSTH) for children and youth responding to violence. Through this initiative, the BCSTH will collaborate with Women’s Shelters Canada to adapt, test and evaluate the PEACE program resources and training materials to reflect the realities of COVID-19 world and address needs of identified participating shelters in training sites across the country. In addition, this project will create and support a peer mentorship cohort of mentors who will be matched with participating shelters and provide ongoing mentorship and guidance.

This 38-month project with the YWCA Halifax will develop and implement the Coordinated Access to Support Exit (CASE) model, a promising intervention practice to advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking in Nova Scotia. This will be achieved by building wrap-around case conferencing tables, by providing survivors with culturally-relevant, trauma-informed and responsive supports, by increasing access to safe housing, and by evaluating the efficacy of coordinated access as a meaningful community-based tool to combat human trafficking.

At the end of the project, the sector will have a new model of collaborative service provision for victims and survivors of human trafficking that is developed and tested. In turn, victims and survivors of human trafficking will have access to wrap-around supports to exit the sex trade, begin their healing and reintegrate into their communities.

The project will include an external evaluation.
The purpose of the external evaluation is to evaluate the promising practice(s) that was developed, tested and implemented during the course of this project. The evaluator will be external to the organization and will have experience and expertise in evaluation.

The multiple facets of violence against women in the Mauricie region: on the road to systemic change!

Description:

This 31-month project will support a feminist response to and recovery from the current impacts of COVID-19 through systemic changes. To achieve this, the Table de concertation du mouvement des femmes de la Mauricie (TCMFM) intends to strengthen partnerships and enhance dialogue by establishing a strategic committee on violence experienced by women in the Mauricie region. It also intends to coordinate the development of the “Portrait des visages multiples de la violence vécue par les femmes” [profile of the many faces of violence experienced by women], placing a special focus on diverse, stigmatized and marginalized women. In addition, the committee will coordinate multidisciplinary, intersectional action to prevent and address violence experienced by women—including sexual violence—in order to help decompartmentalize practices between sectors. Finally, the committee will disseminate the profile to educate the public.

By the end of the project, the organization aims to have helped remove systemic barriers by enhancing networks and collaboration to expedite systemic change, promoting inclusive policies and practices and addressing the harmful norms and attitudes that persist on gender in support of women’s equality.

This 30-month project will support a feminist response to and recovery from the current impacts of COVID-19 through systemic change. To achieve this, the Réseau des femmes d’affaires du Québec plans to: develop and implement policies and practices that increase participation by and opportunities for underrepresented women entrepreneurs in the business world; and establish relationships between equality-seeking businesses and other stakeholders to collaborate on a sector-wide basis toward improving access by underrepresented women entrepreneurs to the supply chains of large corporations.

By the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by expanding networks and collaboration to accelerate systemic change in support of women’s equality.

The Réseau des Femmes d’affaires du Québec (RFAQ) will help underrepresented women entrepreneurs overcome structural inequalities exacerbated by the pandemic. The project will address the systemic dual bias confronting women entrepreneurs from minority groups and hampering their access to the supply chains of large corporations. The project will focus on four areas of action: identifying systemic biases, engaging 75 large companies to adopt inclusive procurement practices, supporting women entrepreneurs in developing skills they can use to win contracts with major corporations, and initiating networking meetings allowing them to interact with buyers and broaden their network of contacts.
