In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 15-month project aims to strengthen the capacity of the Association LGBT Baie-des-Chaleurs to promote LGBTQ2 equality. The following activities will make it possible to achieve the project’s objective: support management capacity through strategic planning and the drafting of an organizational policy; ensure long-term viability through diversification of funding sources; and develop partnerships aimed at ensuring a sustained presence in the two RCMs and three cultural groups in its territory.
At the end of the project, the organization will have increased its knowledge and capacity to advance equality with regard to gender, sexual orientation, gender identity and expression. Partnerships and collaborations will be established to support the LGBTQ2 movement.

Improving Institutional Accountability Project [Phase 2]

This 38-month project will pilot and evaluate a Canadian-advocate designed model of case review of police investigations inspired by the Philadelphia Model with the aim of improving police response to sexual assaults. By working closely with frontline advocates, communities, and the police, the organization aims to improve police accountability and ensure transparency for sexual violence survivors and the public. With this objective, the project will support local communities to test the model, including through the provision of training, technical knowledge and tools, relational assistance with police services, and access to ongoing coaching. It will further lead the creation of an advocate community of practice in order to support reviewers and build consistency in advocate reviews across Canada. The project will also explore the feasibility of remote reviewing to increase the model accessibility.

Peer Navigator for Sexually Exploited Girls in Foster Care

This 27-month project with the Surrey Women’s Centre will develop and implement a peer support intervention model to advance knowledge and enhance empowerment supports for sexually exploited youth and survivors of human trafficking.
This will be achieved by planning, developing, implementing and evaluating a victim-centered, trauma-informed and gender-responsive peer support and intervention model for youth survivors of human trafficking. It will include a system navigation framework and wraparound model to coordinate formal and informal supports.
At the end of the project, the organization will have their staff and community stakeholders trained in use of the new intervention model, and prepared to identify and respond to indicators of youth trafficked for the purpose of sexual exploitation. The project will include an external evaluation that will look at the success and scalability of the promising practices.

Empowering Youth: A Project for Young Trafficked Survivors
(York Region)

This 38-month project with the Women’s Support Network of York Region will develop and implement an intervention model that entails the provision of support and life choice options, community resources and self-efficacy development via trauma counselling, case management, advocacy, and program management and clinical supervision, with expertise in youth survivors of sexual violence to advance knowledge and enhance empowerment supports for survivors of human trafficking.
This will be achieved by providing individual crisis intervention, counselling, safety planning, mental health and substance abuse supports, support with systems navigation, access to healthcare, legal support, housing, education and job connections, and evaluation.
At the end of the project, the organization will have engaged and supported clients to develop their individual capacities and skills, to determine the course of their lives and community, and be empowered and supported in their natural abilities and capacities to handle their own affairs with maximized social well-being.
The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 36-month project with PARTNERS Family Services Inc. will develop and implement a holistic, trauma-informed and culturally relevant program that assists in reintegration and healing, as well as community education and intervention practices to advance knowledge and enhance empowerment supports for survivors of human trafficking.
This will be achieved by delivering educational workshops to regional support organizations, empowering support to engage survivors of trafficking, developing resources to bring awareness of trafficking to regional hospitality industry, building partnerships with human services organizations in the region, and training for staff.
At the end of the project, the organization will have developed and implemented promising intervention practices that will advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking.
The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 12-month project will address capacity shortfalls and increased demand created by the COVID-19 pandemic. Specifically, this project will conduct a needs assessment and survey to identify the scale of the problem; address the community’s women’s barriers to equality and identify mechanisms to overcome these barriers; establish and continually update a bank of COVID 19 related information; train women, youth leaders and volunteers; operate an accessible communication network for the community’s people; implement labour market and employment connection supports; implement workplace health and safety educational supports; provide access to economic and social supports; provide health information services activities; provide direct aid and relief services; implement networking, partnership and advocacy activities; and conduct project evaluation.

Building Capacity of Trans Communities in Saskatchewan

This 27-month project will strengthen the capacity and networks of TransSask Support Services Inc. to advance LGBTQ equality. This will be achieved by building managerial capacity through a strategic plan, an advocacy strategy, an outreach plan, and board outreach and development events; increasing access to evidence, data, information, and knowledge sources through a
needs assessment, a provincial survey, and interviews; and strengthening collaboration among organizations and stakeholders by hosting a series of focus groups.
The supplemental funds, PHASE 2, will be used to build long-term financial stability through organizational development planning and activities inclusive of identifying sources of core funding; hosting BIPOC community working groups, expanding reach to rural and remote pride organizations and 2SLGBTQ+ community members, and expanding board governance to
include other 2SLGBTQ+ organization representatives. The supplemental funds will also be used to build on the research conducted in phase 1 to mobilize knowledge and present findings through online publishing, media campaigns, conferences and governmental outreach.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and strengthened partnerships and collaborations to support the LGBTQ2 movement.

The Power Within

This 36-month cost-sharing project will give young people, especially girls and gender diverse youth, the enhanced skills, gendered knowledge, and resiliency they need to develop strong body confidence and self-esteem. In doing so, it will allow young women to better position themselves for leadership roles, by teaching them critical analysis to participate more confidently in present and future opportunities that help to shape leaders.
Activities will include: intersectional research; the development and delivery of a comprehensive curriculum with a marginalized or vulnerable population group; the adaptation of existing Dove Self-Esteem Project materials through an intersectional lens and for the Canadian context; and the creation of a digital community for youth with supplementary resources for young people, teachers, parents and others.
Other activities supported by Plan International Canada and Unilever Canada will include digital public awareness campaigns and the broad-scale delivery of Dove Self-Esteem Project programming, tailored to diverse experiences, to youth of all genders in three Regions of Canada. Beyond individual change, the project will also challenge norms and representations that affect body confidence and self-esteem to create more supportive environments at the community and systemic levels through outreach with community stakeholders and the launch of a multi-sectoral task force with industry.
The task force will be jointly supported to undertake research and to develop a sustainability and action plan that supports the body confidence, self-esteem and leadership of young women and gender-diverse youth.
WAGE funding is matched by a combined $1.4M from Unilever Canada Inc. and $100K from Plan International Canada Inc.

This will be achieved by building managerial capacity; strengthening collaboration among organizations; increasing access to evidence, data, information, and knowledge sources; and advancing LGBTQ2 equality using an intersectional approach.
At the end of the project, the organization will have created and incorporated a provincial Francophone LGBTQ2 organization for Manitoba.
