In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 16-month project will strengthen the capacity and networks of Rainbow Refugee Society to advance LGBTQ2 equality. This will be achieved by building managerial capacity through governance, organizational and strategic planning, human resources, communications plan and IT systems; enhancing the organization’s capacity to provide training across BC through skills development and a regional community of practice to strengthen partnerships for LGBTQI refugee housing collaboration.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and/or strengthened partnerships and collaborations to create communities in BC that offer safety, equity and opportunities for full participation by LGBTQI refugee newcomers and support the LGBTQ2 movement.

This 18-month project will strengthen the capacity of Edmonton Men’s Health Collective Society to advance LGBTQ2 equality. This will be achieved by building managerial capacity through strategic plan, internal program review, and community and stakeholder consultations; increasing access to evidence, data and knowledge with literature review, research, and service mapping.
At the end of the project, Edmonton Men’s Health Collective Society will have a stronger organizational capacity with health promotion, advocacy strategies; and will have increased knowledge to advance equality with respect to sex, sexual orientation, gender identity and expression to support the LGBTQ2 movement.

This will be achieved by building managerial capacity through strategic planning; improving access to funding opportunities by developing knowledge and expertise in grant writing and diversifying funding sources; amplifying sector capacity at large by enhancing organization’s skill base; increasing access to evidence, data, information and knowledge sources by conducting community research; improving the human resources management capacity by establishing recruitment, training and retention strategies; and strengthening collaboration among organizations.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression.

This will be achieved by developing a five-year strategic plan; enhancing board governance; building managerial capacity; ensuring long-term sustainability by developing workshops and training modules through a fee for service model; expanding and developing tools, materials, and an online resources hub; engaging and consulting with remote Indigenous communities; and improving access to funding opportunities by developing knowledge and expertise.
At the end of the project, the Rainbow Coalition of Yellowknife will have developed a strategic plan, created online and educational resources, trained all staff and established partnerships with regional organizations.

The supplemental funds, phase 2, will be used for funding development, volunteer management, and the printing and distribution of educational resources across 49 schools in the Northwest Territories and will bolster the capacity of the organization.

At the end of the project, the organization will have completed a needs assessment; completed an environmental scan; developed an advocacy strategy plan for LGBTQ2 needs; and created a regional network for LGBTQ2 supports which will create opportunities for members of LGBTQ2 communities to gather, connect, network, share knowledge and exist safely in a collaborative space.

This 16-month project will strengthen the capacity and networks of the Toronto Trans Coalition Project to advance LGBTQ2 equality. This will be achieved by conducting a needs assessment across the GTA; researching employment barriers for trans and nonbinary people across the GTA; strengthening Board cohesion and effectiveness; developing a new strategic plan; and developing an internal anti-racism and anti-oppression framework.
At the end of this project, the Toronto Trans Coalition Project will have increased knowledge and capacity to advance equality with respect to sexual orientation, gender identity and expression.
