About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 17-month project will strengthen the capacity and networks of OUTniagara Community Network for Sexual and Gender Diversity to advance 2SLGBTQ+ equality. This will be achieved by increasing access to evidence and knowledge of 2SLGBTQ+ challenges and barriers through a Community Strengths and Needs Assessment; building collective capacity through skills development; and building managerial capacity through governance, organizational and strategic planning.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and/or strengthened partnerships and collaborations to support the 2SLGBTQ+ movement.

National network of French-language services related to violence against women

This five-year project will improve the provision of services to French-speaking women in minority communities struggling with domestic or sexual violence by creating a national network of agencies and stakeholders. This network will promote the identification of specific challenges for targeted populations, the exchange of good practices and resources as well as discussions on the provision of innovative services. Training will also be offered through the network so that stakeholders can expand their knowledge. The effectiveness of the network, its effects to improve the provision of services to French-speaking survivors, and the satisfaction of those involved will be assessed.

The supplemental funds will be used to build long-term financial stability through organizational development planning and activities inclusive of identifying sources of core funding; and to increase board capacity through the creation of a board skills matrix, a review of onboarding materials, and professional development training catered to boards. The supplemental funds will also be used by the organization to develop their approach to advocacy and outreach through the creation of an action plan, strategic partnering, modernizing the organization’s website and updating branding.

The project’s phase 2 supplemental funds and 12-month extension will enable FrancoQueer to collect to collect conclusive data and increase knowledge surrounding the challenges and barriers faced by Francophone LGBTQ2+ communities; to strengthen advocacy and strategic partnerships; to enhance organizational health and performance; and to strengthen FrancoQueer's governance structure and its board’s effectiveness in a sustainable way.
