In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Connecting Canada to serve South Asian and Middle Eastern Communities

This 29-month project will strengthen the capacity and networks of Alliance for South Asian AIDS Prevention to advance LGBTQ2 equality. This will be achieved by advancing LGBTQ2 equality with an intersectional approach, increasing access to evidence, data, information, and knowledge sources through environmental scans to access community needs, and by strengthening collaboration among organizations (establishing formalized networks, resource sharing).
The supplemental funds will cover the costs of the organization training its staff, board, volunteers and community partners on Diversity, Equity and Inclusion (DEI) to better support clients.
In Phase II of the project, the organization will 1) conduct a Diversity, Equity and Inclusion (DEI) needs assessment for the staff, board, volunteers and community partners of the organization; 2) develop DEI Toolkits and Resources; 3) implement DEI training for staff, board, volunteers and community partners; 4) create a service referral pathway, based on DEI principles, to better communicate and provide holistic service delivery for those with multiple, concurrent needs; 5) review the organization’s existing services and suggest changes, based on DEI metrics; and 6) evaluate the program, ensuring that the services and programs offered meet the organization’s values and principles, as well as DEI standards.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and/or strengthened partnerships and collaborations to support the LGBTQ2 movement.

Strengthening the capacity of MAX Ottawa (operating as the Ottawa Gay Men’s Wellness Initiative) to implement their 2019-2022 strategic plan

This 18-month project will strengthen the capacity of the Ottawa Gay Men's Wellness Initiative (operating name MAX Ottawa) to advance care for Gay, Bisexual, Transgender, Queer and Two-Spirit guys in the National Capital Region. This will be achieved by conducting an environmental scan of regional stakeholders and successful health interventions established in other urban centres that aim to increase the health outcomes of the priority population; developing a fund development and fundraising strategy as well as strengthening partnerships and collaboration.
At the end of the project, the organization will have increased knowledge and capacity to advance health equity with respect to sex, sexual orientation, gender identity and expression; and established partnerships and collaborations to support LGBTQ2 movement.

An extension and supplement have been allocated to the organization to further develop human resource management policies and tools, to provide training on financial management procedures, to further develop their social enterprise, to develop a communications strategy, to research and develop the supporting procedures and documents surrounding best practices and requirements for program delivery, and to collaborate with sector partners around data collection to increase evidence and knowledge of LGBTQ2 challenges and barriers.

This will be achieved by building internal capacity, strengthening collaboration amongst organizations by establishing a provincial network of LGBTQ2 organizations and amplifying sector capacity at large by hosting events and workshops.
At the end of the project, the organization will have developed their internal governance, built a network within the LGBTQ2 sector across New Brunswick and provided opportunities to LGBTQ2 organizations to build their own capacity.

The following activities will achieve the project's objectives: registration or incorporation of the organization; support for human resources management and organization governance capacities; long-term sustainability with the implementation of a funding strategy; and the development of knowledge about their target population to advance LGBTQ2 equality.
By the end of the project, the organization will be legally incorporated (incorporated or registered) and will have increased its knowledge and capacity to advance gender equality, sexual orientation, gender identity and expression.
