In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This 29-month project will strengthen the capacity and networks of Fierté Fredericton Pride Inc. This will be achieved by building internal capacity, strengthening collaboration amongst organizations by establishing a provincial network of LGBTQ2 organizations
and amplifying sector capacity at large by hosting events and workshops.

At the end of the project, the organization will have developed their internal governance, built a network within the LGBTQ2 sector across New Brunswick and provided opportunities to LGBTQ2 organizations to build their own capacity.

A supplement for a phase 2 was granted to elaborate a Strategic Plan to improve their capacity to share resources and knowledge, to develop learning modules to enhance the capacity of their network, to collect evidence on the needs of the LGBTQ2 population across the province, as well as to build the advocacy skills of the board members.

More specifically, the funds will be used for research, including the collection of data and statistics on the needs of Francophone LGBTQ2 organizations in New Brunswick. A second supplement was provided to develop its organizational management, promote LGBTQ2+ education, awareness and training, and support LGBTQ2+ and allied organizations.

This 17-month project will strengthen the capacity and networks of Pan-Canada ILGA pan-canadien (PCIpc) to advance LGBTQ2 equality. This will be achieved by the development of an effective governance structure; building new and enhanced existing partnerships with LGBTIQ2 organizations to strengthen the not-for-profit LGBTIQ2 sector; by expanding membership; and diversify funding.

At the end of the project, the organization will have become an incorporated not-for-profit organization with an effective strong network and partnerships within the LGBTQ2 community across Canada. PCIpc will also have created an organization with a constitution integrating its mandate, an operations manual detailing the organization's policies and procedures, and a two-year strategic plan designed to create, enhance and develop the organization's capacity and implement a global cross-sectoral framework.

The supplemental funding will be used to operationalize a full time Indigenous outreach worker who will support Indigenous, Indigiqueer and Two-spirit community members and engage Indigenous community members around Truth and Reconciliation activities at QMUNITY.

The first supplemental funding will be used to operationalize a full time Indigenous outreach worker who will support Indigenous, Indigiqueer and Two-spirit community members and engage Indigenous community members around Truth and Reconciliation activities at QMUNITY.

This 12-month project extension (Phase 2) will improve the capacity, interprovincial reach, and Indigenous relationships of QMUNITY, BC’s Queer, Trans, and Two-Spirit Resource Centre necessary to deliver on the empowerment of LGBTQQIA2+ individuals across British Columbia. This will be achieved by engaging an Indigenous Community Panel, recruitment of Indigenous Engagement Coordinators, undertaking and sustaining long-term capacity for Indigenous engagement and programming, and Indigenous and POC Social Impact Research.

At the end of the project extension, the organization will have created sustained capacity in engaging Indigenous communities across the province, as well as creating spaces for Queer Indigenous voices in QMUNITY’s programming and internal procedure. QMUNITY will develop and execute education and outreach plans around Two-Spirit and Indigiqueer identities for settlers outside the Vancouver Lower-Mainland to help share knowledge of sexual and gender identities, as well as integrate learning outcomes from the organization’s social impact research on how to best serve Indigenous and racialized Queer, Trans and Two-Spirit people
