In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 30-month project, Out on the Shelf Inc. will address the needs and barriers to equality for 2SLGBTQI+ communities. It will address the need to provide resources and support to the 2SLGBTQI+ people, while addressing barriers faced by them in the Guelph-Wellington Region. The project will achieved this by: 1) developing and testing education resources for service providers to address barriers across multiple service sectors; 2) developing and testing resources and a workshop series to support 2SLGBTQIA+ people and their families to better access services and better advocate for themselves when facing barriers; 3) Develop resources outlining 2SLGBTQIA+ services and programs in the region; and 4) Create educational resources outlining the history of the 2SLGBTQIA+ community both within the region and globally. Through this 30-month project, PEERS Alliance Inc. will address the needs and barriers to equality for 2SLGBTQI+ communities in PE. Additionally, the project will build leadership capacity for trans women in the community sector. Through this 30-month project, the Réseau d’action pour l’égalité des femmes immigrées et racisées du Québec will help advance women’s economic security and prosperity through systemic change. More specifically, the project will address systemic barriers facing immigrant women workers due to foreign credentials not being recognized, including some processes for recognizing prior learning and acquired competencies that lead to professional deskilling. To achieve this, the project will engage immigrant women in identifying needs and solutions; propose strategies designed with the relevant bodies to promote progress on the recognition of prior learning and acquired competencies; consolidate efforts through a forum for coordination; and deploy an awareness strategy, including a training guide, to promote the identified ways of fostering socio-professional inclusion for immigrant women. Through this 18-month project, Solidarité des femmes et familles interconnectées francophones du Niagara (SOFIFRAN) will build its capacity to advance gender equality. It will address emerging issues facing francophone immigrant women in the Niagara region. The project will include research, an external assessment and community consultations to better understand the issues faced by French-speaking immigrant women in the region, and to identify priority actions to address them using a Gender Base Analysis Plus (GBA+) approach. The project will also include the development of a strategic plan, partnerships and training for the SOFIFRAN team in mental health, digital tools and computer software. An evaluation will be carried out to measure the results of the project.

Through this 21-month systemic change project, The Re-Seasoning Coalition (TRSC) will help advance the economic security and prosperity, and representation in leadership and decision-making roles for Black women in the foodservice industry. To do so, the project will conduct race-based research; develop an e-learning program (ELP) for industry leaders to learn about equity, anti-Black racism, and how to improve processes of promotion, recruitment, and retention of Black women; and promote the ELP at industry conferences and through partner networks. TRSC will also publish a content series that challenges stereotypes and highlights Black women in foodservice, host conferences for knowledge sharing, and connect Black women to industry leaders, recruiters, and mentors to build opportunities for advancement. Building an Improved Mental Health Sector for Queer, Trans and Two Spirit People in Saskatchewan

Through this 30-month project, Saskatchewan Queer Mental Health Collective (SQMHC) will address the needs and barriers to equality for 2SLGBTQI+ communities in urban and rural Saskatchewan by improving capacity for mental health practitioners providing mental health care to 2SLGBTQI+ communities. This will be achieved by discovering and documenting the inclusive mental health services landscape through community mapping and by creating educational materials, toolkits, workshops and networking opportunities/mentorship for mental health providers, and providing access to a Clinical Advisor and Elder-in-Residence to support providers across the province. SQMHC will also develop a case support framework and sustainability plans to ensure future improvements to the educational components and for maintaining professional mentorship support. This project will result in the creation of a comprehensive provider directory, increased awareness and competency among mainstream providers of queer and trans inclusive services, and improved access to inclusive mental health care for underserved queer, trans and Two Spirit communities across Saskatchewan.
