In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Developing Evidence-Based Training to Service Providers, Supporting LGBTQ+ and Two-Spirit Indigenous Survivors of Gender-based Violence

Description:

This 31-month project will develop and test training for service providers supporting Indigenous LGBTQ+ and Two-Spirit survivors of gender-based violence.

In Phase 1 of the project, a national survey will be developed to gather information from 2SLGBTQ+ survivors of gender-based violence (GBV) on perceived service gaps and possible interventions. Trauma-informed engagements, including a national gathering, will be held to seek further input. Online training materials for service providers will be developed based on the consultations, and will be compiled into a virtual, self-led training module. The training module will be tested; with required changes identified, and adjustments made.

In Phase 2 of the project, a series of online workshops will be developed to deepen the learning facilitated through the “Restoring the Circle” training module. These workshops will cover topics of the online training module in more depth and provide service providers with an opportunity to raise questions and share experiences with their peers. They will be co-developed and facilitated with 2SLGBTQ+ Indigenous partners, offering service providers an opportunity to deepen their connection to the material. In addition to the workshop series, a “Restoring the Circle” toolkit and workbook will be available for the service providers participating in the online training.

The “Centre in a Box” service, a one-stop-shop providing foundational information and resources, will also be created in response to its member organizations’ requests for capacity building resources.

These bylaws will contribute to adapt the governance structure to the important growth of the organization. An Indigenous staffing company will be hired to carry national recruitment campaign to recruit a permanent Executive Director for the organization. Increased coverage of the Executive Director and Administrative Coordinator salaries will be supported by this additional funding.

As part of the third phase, additional funding of $40,000 will be used to hire an Indigenous owned law firm to give legal guidance in redeveloping the organization's by-laws. These by-laws will contribute to adapting the governance structure to the important growth of the organization.

Additional funding of $175,000 and a one-year extension will allow 2 Spirits in Motion
Society to continue to build their organizational capacity by refining their governance pieces and strengthening partnerships. With the support of an Indigenous legal expert, 2SiMS will re-visit policies and practices to ensure they are in concurrence with the recently revised by-laws. To align, financial processes will be adjusted to ensure sound management of the organization's increased revenues and expenses that have resulted from its growth. Human resource policies and practices will also be adjusted to meet growth demands, including hiring practices, training, work planning, and retainment. Partnerships will be strengthened through face-to-face
engagements, and increased online presence.

The capacity and sustainability of Canadian 2SLGBTQI+ organizations will be strengthened through the development and delivery of capacity building resources and programs. The Enchanté Network will also build capacity to advocate for the public policy conditions necessary for 2SLGBTQI+ organizations to thrive by consulting 2SLGBTQI+ organizations to determine their policy priorities, building key public policy skills and developing an advocacy strategy.
