In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building Resilience and Increasing Impact in the VAW Shelter Sector

This 43-month project will address Women’s Shelters Canada’s (WSC) capacity-building needs and will enable it to continue advancing gender equality at a national level. WSC will develop and implement a sustainability plan that will include a funding diversification strategy. WSC will also increase sector capacity through engagement of its network of provincial and territorial shelters and transitional houses in the development and implementation of a collective advocacy strategy.

Project activities will include: coordination and support of commemoration initiatives. These will include healing camps, men’s, women’s, and youth groups, a traditional hunt, education and awareness activities. In addition, a larger commemorative initiative will be developed in consultation with affected families.

Remembering & Honouring Southeast Tribal Council Area Missing and Murdered Indigenous Women and Girls

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include: development of a narrative report, based on familial interviews, to identify prevention initiatives, as well as health and wellness activities, and social programs. Additionally, Grief and Loss sessions will be facilitated throughout the duration of the project and a commemorative monument will be built followed by a ceremony and community feast.

Organizational capacity will be enhanced through establishing a National LGBTQ2 Academic Advisory Council; developing an online research hub; completing a literature review and conducting preliminary research summaries on key areas of interest; and promoting the research hub and individual studies and findings via online communication channels.

Organizational capacity is being enhanced through establishing a National LGBTQ2 Academic Advisory Council; developing an online research hub; completing a literature review and conducting preliminary research summaries on key areas of interest; and promoting the research hub and individual studies and findings via online communication channels.
The additional funding is for the second phase of the project. In the second phase of the project, Egale will fortify sector knowledge and access to data, strengthen networks, advance intersectionality and build internal organizational human resources and strategic planning capacity. These objectives will be achieved through expanding and solidifying the National LGBTQI2S Academic Advisory Committee, conducting critical research into key issue areas and addressing human resources and strategic planning needs within the organization.
