In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include nine events, from three event series: the ‘Creation and Clan Story’ workshops and sharing circles, the ‘Red Revues’ concert series and Indigenous music workshops, and the ‘Writer’s Room’ readings of Indigenous writing, to be held in Kitigan Zibi and in Toronto, in partnership with Indigenous communities, Indigenous artists, Elders, Knowledge Keepers, LGBTQ2S individuals, Toronto Council Fire Native Cultural Centre, and the Kitigan Zibi Education Sector.

Inuit Women's Commemoratioin Fund

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, and girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include: developing commemoration initiatives by, with and for Inuit that promote healing, inspiring hope for future generations, and raising awareness toward ending the cycle of violence and abuse.

Les Femmes Michif Otipemisiwak

This 44-month project would create space for dialogue and engagement on gender equality with Métis youth through the development of communications and outreach strategies, video networking, and opportunities for select participants from across the Homeland (British Colombia to Ontario) to present their views on the issue to the larger membership of Les Femmes Michif Otimpemisiwak. The capacity and confidence of youth to lead on and advocate for gender equality in their communities will also be built through training and a mentorship program.

Miracle Healing Women: Creating Change

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include the creation and installation of a commemorative plaque, hosting a “Miracle Healing Women Conference”, development of a training manual on the traditional role of Blackfoot women, the installation of two billboards with awareness massages, and raising awareness regarding available resources for families affected through an information and resources tipi that will be set up at various events throughout the year.

In addition, a “Women in Leadership” symposium will be held.

Indigenous Story-Telling: Truth Telling to Reconciliation

Project activities will include the development of a reconciliation booklet and mini vignettes. The vignettes will include community narratives, teachings and stories of resiliency and determination. The mini vignettes and the Reconciliation booklet will promote healing through messages of hope.

Honouring Our Sisters

This 20-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include: working in collaboration with Calgary’s MMIWG Committee, families, and survivors to procure a piece of artwork in honour of missing and murdered Indigenous women and girls; as well as coordinating an event to unveil the artwork and provide a space for families and survivors to mourn and celebrate those lost.

Highway of Tears Commemorative Marker

Project activities will include the creation and installation of a commemorative marker to be placed at the beginning of the Highway of Tears (Highway 16) in Prince George, British Columbia.
