In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

National Conversation on Gender Equality with Young Inuit Canadians

Description:

This 44-month project will support Pauktuutit to co-develop, with Inuit Tapiriit Kanatami’s National Inuit Youth Council, a national dialogue and action plan on gender equality. Young people from across the four Inuit Nunangat regions and urban areas will come together with Pauktuutit staff and youth board members through virtual and face-to-face discussions, with themes, trends and ideas captured to shape the creation of appropriate communications and outreach strategies. A range of activities will be considered, from organizing web-based events, to the creation of an electronic platform or online training and mentoring to build the capacity and confidence of Inuit youth to be able to advocate for gender equality. Support activities will include building skills for gender-based analysis plus to create understanding of intersectionality and empower youth to identify and respond to gender equality barriers and negative gender norms in their communities. The website, tools and other resources created through the project will be publically launched.

The conference will include a review of the MMIWG Commission’s Report; a presentation on Women’s Roles and Responsibilities; traditional Hoop Dancing; Healing Circles; as well as a commemorative painted tipi, for public installation, to support both continued education and healing.
