In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project Reach, Rigor & Relevance: Strengthening the YWCA Movement

Through this 18-month project, YWCA Canada will build its capacity to advance gender equality. Across the 29 member associations and national office, the project will address current challenges to accurately assess impact, identify and address gaps, orient membership, manage leadership shifts, engage new national donors, advocate on emerging issues, and scale/share evidence-informed practices. To address these challenges, YWCA will develop, test, deploy, and socialize a new co-designed National Theory of Change, National Data Model and federation standards. They will also build and launch a Dynamic Resource and Learning Hub to effectively socialize the frameworks and standards and ensure their continued relevance and flexibility for improvements. Project Reach, Rigor and Relevance is designed to strengthen and sustain the YWCA movement across Canada, ensuring alignment with the collective potential and working cohesively to end gender inequalities. This is a key step for the YWCA movement, helping to fortify their role as a leading voice and service-delivery organization for women and women’s issues in Canada.

Strengthening Equality

Through this 18-month project, Working Women Community Centre will build its capacity to advance gender equality. It will address the need to provide integrated Gender Base Analysis Plus (GBA+) programming and services to their clients. The project will include: the development of new policies/procedures, created with the union, to develop staff leadership in GBA+. It will undertake an organizational assessment of programs, services and deliverables looking at both GBA+ and Indigenous best practices in GBA+ and will make the recommended changes to internal policies, procedures, tools, and resources. These changes will be measured using new success metrics and will be informed by client and stakeholder engagement. Long term sustainability will be reinforced through recommendations to the strategic planning process.

Trans Healthcare is Primary Healthcare: Gender Affirming Healthcare Settings Toolkit

Through this 30-month project, Trans Support NL will address the needs and barriers to equality for 2SLGBTQI+ communities, specifically those who are Two-spirit, Transgender, Non-Binary, and Gender Diverse (2STNBGD). This will be achieved by assembling an advisory committee, conducting a data review, and consulting with key stakeholders to develop "Gender Affirming Healthcare Spaces" toolkits for health care providers. The project will also develop and deliver training workshops to support the implementation of the toolkit in clinical settings to provide more affirming healthcare spaces for 2STNBGD patients.

Through this 18-month project, Ornaments of Grace and Virtue International Organization will build its capacity to advance gender equality. It will address gaps and needs in areas including policy, stakeholder engagement, environmental scanning, mission and vision alignment, data collection and analysis, donor engagement; diversity and inclusion; and gender-sensitive communication. This will help the organization overcome barriers such as resistance to change, lack of knowledge and expertise, and communication challenges. The project will include a needs assessment; training workshops on capacity building subjects; stakeholder consultations and engagement; updating governance policies, procedures, and plans; and monitoring, evaluating, and reporting on the project activities.

Through this 18 month project, Elizabeth Fry Society of Northern Alberta will build its capacity to advance gender equality. It will address their capacity to advocate for the elimination of the overincarceration of Indigenous women in prisons in and around Edmonton. The project will include community engagement, advocacy campaign, communication strategies as well as developing a toolkit and sharing the impacts that will strengthen their skills, knowledge and cultural competency so that they can be change-makers and leaders in addressing the crisis in our prisons and can effectively raise awareness, mobilize support, and drive meaningful change in the movement to decarcerate Indigenous women and promote restorative justice, healing, and empowerment of Indigenous women.

Women in Manufacturing

Through this 30-month project, The Hamilton Young Women’s Christian Association will help advance women’s economic security through systemic change. Specifically, the project will address systemic barriers for women in the manufacturing and engineering industry through research that engages local women and employers to identify challenges, needs and best practices to retain and advance women in the industry. The organization will create an advisory table with the City of Hamilton and make recommendations to incorporate a GBA+ lens in the municipal Manufacturing Strategy. They will adapt and add to the “Shiftchange: Gender Equity and Allyship training” (Halifax YWCA) to deliver tailored training to manufacturing and engineering partners in Hamilton and host events to engage and celebrate women in the industry. An external evaluator will measure and assess the impact of the systemic change project.
