In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the following activities: human resources management, board governance, strategic planning, implementation of results-based management, and recruitment and retention of women activists.
The 12-month extension and supplementary funding will enable the organization to build its capacity for strategic planning as well as internal and external communications and to implement a new organizational structure.

This 36-month project will address organizational capacity needs to allow the Elizabeth Fry Society of Northwestern Ontario to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a fundraising strategy and an interconnected communications strategy, as well as the development of a strategic plan, which will include training for Board members to ensure the plan's implantation and sustainability.
Supplemental funding will help the organization acquire the funds needed to fill an operational gap, equip it to better meet its objectives, and to be well positioned to help its communities moving forward.

Organizational capacity will be enhanced through the following activities: development of a website with integrated digital communications and a fundraising platform; stakeholder engagement through a digital needs assessment and outreach; and fundraising and financial growth planing through digital oureach.
The supplemental funding will be used to undertake activities including staffing, improving capacity to serve clients and acquiring software.

The supplemental funds will be used to increase additional capacity building activities, Human Resources services, and improve capacity to serve clients.
