In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 57-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development of website with integrated digital communications and fundraising platform; stakeholder engagement through a digital needs assessment and outreach; fundraising and financial growth planning through digital outreach.
The first supplemental funding will be used to undertake activities including staffing, improving capacity to serve clients and acquiring software.
The second supplemental funding will be used to introduce technology and build capacity for internal communications and build capacity in website functionality and tracking.

From Inside Out: Building Organizational Capacity

This 57-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: the development of strategic plan through improved performance management, human resources, and board governance tools and processes; increased organizational sustainability through the development of a social enterprise model; and partnership development through shared training programs and tools.
Supplemental funds released in April 2022 will be used to increase additional capacity building activities, Human Resources services, and improve capacity to serve clients.
Supplemental funds released in March 2023 will be used to develop a volunteer hiring and onboarding program, create a manual for office management procedures, systems and workflows, and develop a learning agenda around the organization's engagement with various audiences.

Supplemental funding will be used to develop and launch the strategic planning process, complete internal and external environmental scans and analyses, and integrate strategic directions into annual operational plan.

The additional amount awarded will be used to increase the number of hours allocated to the project to ensure the progress of the project in the context of COVID-19.
The 12-month extension and new supplementary funding will enable the organization to develop a youth intervention framework, review the service offering, develop orientation and training tools on working with victims’ friends and family, and finally, reflect on the challenges of sexual assault help centre (CALACS) membership and adopt courses of action.

The 12-month extension and supplementary funding granted under amendment 3 will enable the organization to continue work already underway on building organizational capacity by addressing the following three areas: human resources management, board governance, and information management.
