In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening French-language services in Ontario for women survivors of violence and for their provincial organization

This 57-month project will will address organizational capacity needs to allow the organization and its members to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: a review of its governance structure and its membership, strategic planning, human resources management and the creation of a partnership strategy to improve collaboration between AOcVF, its members and its partners. In addition, this project will increase the capacity of Francophone organizations in Ontario through the development of a collective advocacy strategy.
The additional funding for 2023 will be used to evaluate the financial health of AOcVF organizations and member groups and to diversify funding sources. AOcVF will also use these funds to develop recruitment and communication strategies they can share with member groups. These activities will further strengthen the abilities of the organization and its member groups.

This 2-month project will honour the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals and increase awareness about missing and murdered Indigenous women and girls and LGBTQ2S individuals. Project activities will include: a Unity Gathering that includes a sunrise ceremony, sharing circles, talking circles, various presentations and a final ceremony honouring the lives and legacies of missing and murdered Indigenous women, girls and LGBTQ2S individuals.

Optimizing YWCA Toronto’s Capacity to Drive Gender Equality through Enhanced Community Engagement

This 45-month project will address organizational capacity needs to allow the YWCA of Greater Toronto (YWCA Toronto) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the optimization of digital assets and creation of annual, compelling digital campaigns; by strategically integrating the Philanthropy and Advocacy & Communications’ departments’ resources and knowledge; by amplifying program and service participants’ voices through story collection and an annual Speakers’ Bureau; and by creating an actionable quality assurance framework based partly on our revised Annual Program Report framework.
Supplemental funding will be used to bolster digital assets, compelling digital campaign and update the organizational website.

The supplemental funds will cover the costs of developing and implementing a ‘Virtual Service Delivery Framework’ and a COVID-19 Sustainability and Recovery Plan.

Organizational capacity will be enhanced through strengthening networks for long-term financial stability, developing an advocacy strategy, a results-based management model as well as strategic and succession planning.
The supplemental funding will permit the organization to update and implement human resources tools and board governance practices to reflect a GBA+ analysis and to implement an annual financial health strategy.

Coalition to Empower Gender Equality

This 58-month project will address organizational capacity needs to allow The Canadian Federation of University Women of London to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the creation of a coalition to foster collaboration and coordination between different stakeholders working to improve the economic, political, social and employment conditions of self-identified women in London, Ontario and surrounding areas. The establishment of this coalition will include the creation of a strategic plan and a membership and corporate partnership model, the development of a communications management and marketing tool to support the work of the coalition and its partners, and a collaborative advocacy strategy.
The 2023 supplementary funds will be used to develop a communications, advocacy and membership development and retention strategy.

Organizational capacity will be enhanced through the implementation of a strategic fundraising plan to increase core funding, the expansion of public education activities to raise awareness of abuse prevention programs, and hiring of a full-time program evaluator to ensure excellence and continuity in program delivery.
The supplemental funding will permit the organization to update their internal processes to reflect a trauma-informed perspective.
