In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 45-month project will address organizational capacity needs to allow the Canadian Federation of University Women of London to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the creation of a coalition to foster collaboration and coordination between different stakeholders working to improve the economic, political, social and employment conditions of self-identified women in London, Ontario and surrounding areas. The establishment of this coalition will include the creation of a strategic plan and a membership and corporate partnership model, the development of a communications management and marketing tool to support the work of the coalition and its partners, and a collaborative advocacy strategy.

This 45-month project will address organizational capacity needs to allow the YWCA of Greater Toronto (YWCA Toronto) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the optimization of digital assets and creating two annual digital campaigns; strategically integrating the Philanthropy and Advocacy & Communications departments’ resources and knowledge; amplifying program and service participants’ voices through story collection and an annual Speakers’ Bureau and creating an actionable quality assurance framework based partly on the revised Annual Program Report framework.

The supplemental funding will permit the organization to update and implement human resources tools and board governance practices to reflect a GBA+ analysis and to implement an annual financial health strategy.

Organizational capacity will be enhanced through the (1) optimization of digital assets and create annual, compelling digital campaigns, (2) strategically integrating the Philanthropy and Advocacy & Communications’ departments’ resources and knowledge, (3) amplifying program and service participants’ voices through story collection and an annual Speakers’ Bureau and (4) conducting an equity audit.
Supplemental funding will be used to bolster digital assets and a compelling digital campaign as well as update the organizational website.
The 2023 supplemental funding will be used to develop and design an organization-wide Equity, Diversity, and Inclusion (EDI) strategy, build the capacity of YWCA Toronto’s management team through training and program-specific EDI plans, and establish an EDI measurement and evaluation framework.

The supplemental funding will permit the organization to update their internal processes to reflect a trauma-informed perspective.
