In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The supplemental funding will be used for an anti-racism audit, as well as the shift to an electronic client management database for increased internal efficiency and analytics.

The supplemental funding will be used to develop a strategic plan, operational plan and financial sustainability plan.

This project will lay the foundation for SHORE Centre to effectively grow its network and expand its support to a greater number of women, trans and non-binary people across Ontario.
The organization received supplemental funding during the Covid-19 pandemic for an anti-racism audit, as well as the shift to an electronic client management database for increased internal efficiency and analytics.
The supplemental funding received during 2023 will permit the organization to integrate key learnings from the anti-racism audit into their organizational structure, share expertise with partner organizations, and revise their strategic planning process to be rooted in an anti-racist and anti-oppressive framework.

This 36-month project will address organizational capacity needs to allow Women's Multicultural Resource and Counselling Centre of Durham (WMRCC) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of an organizational strategic plan, a mobile app, a sustainable fundraising strategy, as well as fostering partnerships and collaborations to develop a joint Partner Communication Plan to connect with local, national and global online networks.
The additional funding will be used to cover the costs of emergency services and partnership development, as well as digitization to adapt to a new virtual environment caused by the pandemic.

Organizational capacity will be enhanced through the strengthening of board governance policies and procedures, the development of a sustainable financial model, partnership development, networking and collaboration, the establishment of a strategic plan, and the creation of an improved advocacy strategy.
Supplemental funding will be used to hire external specialists to perform a community needs assessment, assist with the development of a long-term financial plan and technical support to roll out a full technology plan for staff.

This 46-month project will address organizational capacity needs to allow Women's Enterprise Skills Training of Windsor Inc. (WEST) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced utilizing technology to strengthen organizational infrastructure and processes and enhance program delivery, as well as building the technical capacity of staff in managing these new platforms. This will be achieved through a transition to a computer-based case management system, along with the creation of an enhanced communications strategy and language training to improve overall accessibility, and with the development of recreational opportunities for newcomer children to use technology when learning through play.
The supplementary funds will be used for completing the organizational case management system and staffing to assist in the transition to online services while ensuring staff are properly trained to use all the features of the organizational case management system.
