In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 57-month project will address organizational capacity needs to allow the Working Skills Centre to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of Human Resources policies and procedures, innovative programs to enhance the service delivery, building partnerships with both the private sector and non-profit sectors, and strategic planning to ensure the sustainability of these changes.
The supplemental funding received during 2023 will permit the organization to research and develop a plan to implement and promote a social enterprise model to increase financial sustainability.

This 58-month project will address organizational capacity needs to allow the Réseau-Femmes du Sud-Ouest de l'Ontario (RFSOO) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through: improved governance, strategic and succession planning, implementation of result based management; organizational financial health and sustainability plan.
The supplemental funding provided in 2021 will be used to hire support staff; to train staff on integrating information and communication technology into the workplace; to obtain an online counselling system; and to redesign the www.rfsoo.ca website to adapt the organization to the virtual world.
The 2023 supplemental funding will be used to implement a comprehensive results-based management system that addresses new post-pandemic needs and emerging challenges; staff and board members will be trained on using the new system. In addition, the harmonization of other previously established systems and tools will be done to ensure the collection of information necessary for decision making.

Organizational capacity will be enhanced through the following activities: partnership development, collaboration and networking, development of an advocacy strategy, communications, branding and women’s empowerment.
Supplemental Funding will be used to create digital tools for onboarding processes and training modules for staff along with an IT resource center to provide staff with technology support. YWCA Prince Albert will also develop and disseminate a crisis communications plan.

Canadian Multi Agency Risk Assessment Conference Model (MARAC)

This project will adapt, test and evaluate a multi-agency risk management model for survivors. The Multi-Agency Risk Assessment Conference (MARAC) model has been tested and rolled out in more than 250 communities across the United Kingdom (UK) and will be adapted to ensure it meets the needs of diverse Canadian populations. Following testing and evaluation in an urban and rural or remote setting, a flexible and relevant blueprint of the model will be developed and disseminated across the country.
