In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Diversifying and Expanding Funding Sources for E Fry Ottawa

Through this 18-month project, the Elizabeth Fry Society of Ottawa will build its capacity to advance gender equality. It will address the agency’s fundraising and communications capacity needs to better provide holistic support to vulnerable and marginalized women and gender-diverse people who are justice-impacted. The project will include, 1) establishing a funding diversification plan, policies, and practices; 2) developing resources to operationalize the funding diversification plan; and 3) training staff to effectively implement said plan.

Unveiling Hope: A Sanctuary for Recovery and Psychological Safety

Through this 18-month project, the Velma Carter Centre for African-Canadian Women (VCCACW) will build its capacity to advance gender equality by addressing the organization’s policies, procedures and funding practices. The project will include embedding a healing-centered approach into its foundation, work culture, programs and relationships that is grounded in the National Standard of Canada for Psychological Health and Safety. Key activities include the development and application of a GBV framework to the foundation of the VCCACW. This will be accomplished through a customized GBV training program that aligns with the organization’s goals and the needs of Black Women, as well as the review and development of polices, bylaws and strategies for communications and financial sustainability that address the unique challenges faced by Black Women, while supporting a work environment that champions mental health and well-being. By the end of the project, VCCACW will have obtained and shared knowledge, developed tools and built on relationships that will help bolster their organizational credibility and financial capacity, as they continue their mission to address the barriers and significantly improve the lives of Black Women through education, healing, mentorship and connection.

Miyoskamin: From breaking ground to building strong foundations

Through this 18-month project, the Native Women’s Shelter of Montreal will build its capacity to advance gender equality. It will address the governance gaps in its second- stage housing program, Miyoskamin, with a primary focus on assessing, building, and solidifying the systems, processes, policies, and structures integral to Miyoskamin’s transition towards an independent organization. The project will include a needs assessment; staff and management training; and the development of a strategic plan, human resource guidelines, and a funding strategy. This will ensure the establishment of strong foundations that enable Miyoskamin to develop sustainably based on a solid governance and leadership vision, allowing it to better serve the specific housing needs of Indigenous women, non-binary individuals, and their children in Montreal.

Through this 18-month project, North Point Douglas Women’s Centre (NPDWC) will build its capacity to advance gender equality by addressing the organization’s policies, procedures and practices. The project will include evaluating, developing and revising policies and bylaws to align with 2SLGBTQIA+ applicable legislation and acts on Indigenous women and Service users. The organization will establish a clear direction and outline attainable and measurable goals to collaborate with their staff and review resources to address safe space and accessibility in their community along with improving the understanding of the organization’s mission, vision, guiding values and principles and staff roles. Through community consultations, review and development of a 5-year strategic plan and updated financial policies and procedures NPDWC will obtain the tools and knowledge to help build their organizational credibility and financial capacity.

Systemic Transformation of Human Resource Policies and Practices Across Institutions

Through this 31-month project, Edmonton Centre for Race and Culture will help advance representation in leadership and decision-making roles for Black Women, Indigenous Women, Racialized Women, and Women with Disabilities through systemic change. Specifically, the project will address systemic barriers within policies and practices across institutions (private or public organizations, entities, or structures) by creating networks and collaborations that will transform Human Resource (HR) policies and practices.
This will be achieved by convening women, decision makers, and HR professionals in urban and rural areas of Alberta for Peacemaking Circles and engagement activities, including Systems Mapping workshops, to create a collective understanding of the systemic challenges and opportunities. This collaboration and co-creation will work to inform the strategic direction and articulate a vision of systems redesign. By utilizing scenario planning, developing and implementing a guided approach, and creating an innovation pipeline, Edmonton Centre for Race and Culture will create and test solutions that will advance diversity, inclusion, and equity through the systemic transformation of human resource policies and practices. An external evaluator will measure and assess the impact of the systemic change project.

Endless Possibilities Courage to Grow & Make A Difference

Through this 19-month project, Endless Possibilities and Hope Development Organization (EP) will build its capacity to advance gender equality. It will address the need for organizational resiliency and sustainability following the devasting effects of Covid19 that exponentially increased the need for services at the time when it was, and still is, needed the most. The project will develop a 2/5/10-year strategic plan that will be informed by an organizational assessment, a review of internal and external documentation, a review and update of organizational metrics, and a mid-project assessment. This work will further inform the development or improvement of policies and procedures; including a partnership and engagement strategy, HR policies and procedures, financial sustainability plan and list of potential funding resources.

Through this 19-month project, DisAbled Women’s Network Canada (DAWN) will build its capacity to advance gender equality in Canada. It will strengthen DAWN’s ability to drive systemic change by ensuring the continuity and sustainability of its mandate while enhancing its financial management processes, increasing its membership, updating its core feminist disability guide, and deepening its expertise on key policy and human rights areas, specifically to address the needs of women, girls and gender-diverse people with disability. Key activities include conducting an organizational needs assessment and developing and implementing an action plan; conducting an audit of the financial reporting and budget management processes and identifying improvement to be implemented; developing and implementing a strategic recruitment plan; elaborating and disseminating DAWN’s core feminist disability guide; and updating its research on lived experiences and rights of women, girls and gender-diverse individuals with disabilities.

Through targeted capacity-building exercises, Women Focus Canada Inc. plans to enhance its operational efficiency, increase program offerings, and foster knowledge sharing among partners. This strategic enhancement in service delivery is expected to broaden community impact by addressing local issues collaboratively. Key activities include assessment of governance, leadership development, recruitment, training, policy development to be measured by specific performance measurement methods. The project will aim to develop a funding strategy and expand its partnership network, integrate technology to improve operational efficiency and measure impact through internal evaluation.

Funding will allow the organization to equip itself with the tools needed to create, stabilize, and strengthen a healthy, inclusive, and equitable work environment. The Association Femmes Africaines Francophones will strengthen its governance by establishing by-laws and policies. Various training programs will help provide a better understanding of managing a non-profit organization and better meet the needs of the African Francophone women’s community. The project will include structuring the accountability framework and mobilizing resources. The project will also include improving the organization’s digital capacity; evaluating and outlining the development of policies, toolkits, and guides; and creating a strategic plan.
