In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 58-month project will address organizational capacity needs to allow Ontario Coalition of Rape Crisis Centres (OCRCC) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through 1) creating a long-term Strategic Plan; 2) creating a current and implementable Advocacy Plan; 3) increase organizational financial health and stability through administrative support and in-house grant-writing capacity, informed by gender-based violence expertise; and, 4) increase structural stability to OCRCC’s anti-oppression, anti-racist and Gender-based Analysis work.5) implementing Trans, Genderqueer, Non-binary, Two Spirit and Intersex inclusion at sexual assault centres (resources for rebranding, logos, Centre training/meetings); 6) providing frontline staff with technological tools and support to deliver services in COVID-19 environment. This Project will see a provincial reach to Ontario sexual assault centres.

Supplemental funding in 2023 will be used to 1) build capacity for member centre leaders through peer-to-peer support opportunities; 2) develop capacity building opportunities for staff and board of the coalition and member organizations on the history and context of the gender-based violence movement; 3) review human resources processes and policies to better reflect organizational values of equity, diversity and inclusion; and 4) create a sexual assault centre finance community to support sector sustainability.

Increasing SASS's Internal Capacity to Support Organization Development

This 56-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: board governance, partnership development, collaboration and networking, development of an advocacy strategy, human resources management and communication. It will also build sector capacity through the development of collaborative tools and opportunities to work collectively to affect change for women in Saskatchewan.

Supplemental funding will be used to develop a strategic plan that commits to principles of inclusion, diversity, anti-racism and decolonization. Sexual Assault Services of Saskatchewan will also develop an associate membership framework and increase participation in intergovernmental policy development by forming a Sector Coalition with key partners including Saskatchewan Health Authority and the RCMP.

This 59-month project will address organizational capacity needs to allow the Canadian Association for Girls in Science to continue promoting social and systemic change towards gender equality. Supported activities will include the creation of automated membership systems, websites, and volunteer training videos for increased efficiency and reduced through the creation of a Board of Champions to raise its profile and connect the Association with new funders, and the piloting of promotional strategies by chapters to attract new paid members and supporters. Together these activities will enable the expansion of chapters to new cities.

The first supplemental funding will allow CAGIS to undertake the following additional activities: 1) promotion of activities to ensure that families are aware that CAGIS is now virtual; and 2) increase in functionality of automated web system to adapt to pivoted activities (including French translation, increased functionality for higher levels of volunteer screening, writer for CAGIS newsletter).

The second supplemental funding will be used to develop and implement new funding sources, create new chapter volunteer recruitment methods and communications packages, as well as create a new employee handbook.

This 59-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development and implementation of a business plan, a fundraising plan, a communications, and partnership plan. This national organization is an alliance of women's organizations at the national, provincial, territorial, and local levels whose primary mandate is to advance gender equality in Canada.

As a result of the impacts of the COVID-19 pandemic, FAFIA was required to shift its project activities from in-person to online in accordance with public health guidelines.

To support the organization’s capacity to do this, supplemental funding was provided for FAFIA to update and manage its website, increase online presence and enhance virtual reach and accessibility.

The second supplemental fund extension will support FAFIA to build capacity around digital resiliency by developing protocols to manage the risks associated with the current and emerging digital environment; taking advantage of opportunities to improve communications, human resources, partnership development and networking through the use of new and effective digital tools; and, creating a sustainable base for ongoing operational capacity.
