In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 3-month project will encourage greater impact around Women Deliver through the delivery of Nutsamaht, a one-day pre-conference event focused on engagement of the diverse perspectives, strengths, and identities, expressions, and abilities of Indigenous women and gender-non binary individuals. Through engagement sessions, cultural celebrations, and community visits to each of the three host Nations, Nutsamaht will feature 30 speakers and 500 participants, and takes a strengths-based approach to identify solutions that improve the accessibility, quality, sustainability, and accountability of Indigenous wellness in Canada.

Organizational capacity will be enhanced by: strengthening the effectiveness of the Board of Directors, through evaluation, training, and the development and implementation of new Board governance policies, processes, and strategies; training 50 Muslim women leaders to serve on Boards and committees; enhancing sector collaboration; creating an improved advocacy strategy; developing a sustainable financial model; as well as the development and operationalization of a 2020-2023 strategic plan.

Organizational capacity will be enhanced through the following activities: human resources management, board governance, strategic planning and succession planning, partnership development, collaboration and networking, development of a claims strategy, implementation of results-based management.
Also, the project will enhance organizational capacity to maintain a stable organization, capable of renewing and increasing its membership, as well as recruiting new employees in order to pursue its mandate, which is to advance the role of women in society.
The 12-month extension and supplementary funding will enable the organization to strengthen its organizational capacity through the following activities: a diagnosis of current strategies and practices on recruitment, membership diversification, and member retention in order to propose solutions and strategies.

This 58-month project will address organizational capacity needs to allow the Aboriginal Peoples Alliance Northern Ontario to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a 4-year strategic plan, the creation of a comprehensive training manual on gender mainstreaming for staff and community members and partners, the development and facilitation of capacity building workshops for staff at all 10 organization sites, related to gender identity, gender equality, and gender mainstreaming.
The 2023 Supplemental funds will be used to improve Human Resource management, implement a Results-Based Management Process, diversify funding sources, and increase capacity to advocate for Indigenous women through an advocacy strategy and community network.
