In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Fostering Capacity in Sexual Assault Centres in the #METOO Era

This 47-month project will address organizational capacity needs to allow Ontario Coalition of Rape Crisis Centres (OCRCC) to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through creating a long-term Strategic Plan; creating a current and implementable Advocacy Plan; increasing organizational financial health and stability through administrative support and in-house grant-writing capacity, informed by gender-based violence expertise; and increase structural stability to OCRCC’s anti-oppression, anti-racist and Gender-based Analysis work. This project will see a provincial reach to Ontario sexual assault centres.

The additional funding will cover the implementation of Trans, Genderqueer, Non-binary, Two Spirit and Intersex inclusion in the services of sexual assault centres; and will help provide frontline staff with technological tools and support to deliver services in COVID-19 environment.

This 47-month project will address organizational capacity needs to allow the Canadian Association for Girls in Science to continue promoting social and systemic change towards gender equality. Supported activities will include the creation of automated membership systems, websites, and volunteer training videos for increased efficiency through the creation of a Board of Champions to raise its profile and connect the Association with new funders, and the piloting of promotional strategies by chapters to attract new paid members and supporters. Together these activities will enable the expansion of chapters to new cities.

This supplement will allow CAGIS to undertake the following additional activities: 1) promotion of activities to ensure that families are aware that CAGIS is now virtual; and 2) increase in functionality of automated web system to adapt to pivoted activities (including French translation, increased functionality for higher levels of volunteer screening, writer for CAGIS newsletter).

Breaking the Cycle: Building Capacity to support access to justice and equality for criminalized women

This 47-month project will address organizational capacity needs to allow the Canadian Association of Elizabeth Fry Societies, together with its member societies, to continue promoting social and systemic change towards gender equality. Activities will include research to shape the creation of strategic approaches to justice for criminalized women, particularly a reintegration toolkit with pre-release handbook and a pro-bono network of lawyers to support access to justice at earlier stages. Training will be undertaken with member societies and a range of federal, provincial and local stakeholders and processes standardized for access to justice across the organization. The value of the collected evidence base and recommended policy, program, and service options will be tested through fundraising.

The supplemental funding will be used to mitigate the impact that COVID-19 limitations have had on the project by allowing the organization to conduct the GBA audit work; and cover some real gaps for vulnerable women and gender diverse folks in the North; and Carceral Law and providing training for social workers, doctors, nurses and legal professionals.

This 59-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development of a human resources strategy; creation of women's network and Indigenous Advisory Council; as well as the development and implementation of an advocacy framework and fundraising strategy.

Through this additional funding, West Central Women's Resource Centre (WCWRC) will build a collaborative network of organizations serving 2SLGBTQ+ people in order to share resources and build capacity. Through a series of consultations, WCWRC will engage with their 2SLGBTQ+ staff and community to improve inclusion for employees and to better understand how to incorporate 2SLGBTQ+ inclusion in their work. Drawing on feedback from network meetings and staff consultations, the organization will review its policies and procedures and develop a robust framework that prioritizes 2SLGBTQ+ inclusion with the overall aim of rendering better service to the broader community.

Supplemental funding in 2023 will be used to 1) build capacity for member centre leaders through peer-to-peer support opportunities; 2) develop capacity building opportunities for staff and board of the coalition and member organizations on the history and context of the gender-based violence movement; 3) review human resources processes and policies to better reflect organizational values of equity, diversity and inclusion; and 4) create a sexual assault centre finance community to support sector sustainability.
