In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Advancing Gender Equality by Building WEC’s Capacity

This 60-month project will address organizational and sector capacity needs to allow
the Women’s Economic Council and its partners to continue promoting social and
systemic change towards gender equality. Key activities will include consultations and
assessments to help the Women’s Economic Council to collaboratively identify its
strategic capacity-building priorities and to implement both tried tools and newly created capacity-building resources. The organization will partner with sector stakeholders that have previously taken steps to build their own capacity to avoid duplication, and will support women and women’s organizations working in community economic development in Canada to address their own capacity needs through training, workshops, and knowledge-sharing on effective capacity-building tools. A Strategic Plan and Sustainability Plan will be created and adapted based on evaluation results.

Due to the current environment and the COVID-19 pandemic, organizations have beenstruggling with the implementation of their planned activities and have expressed difficulty addressing emerging needs. The additional funding would be used to increase the pace at which WEC builds a healthy financial base and processes. While growing capacity in the area of financial health was one of six key WAGE-funded priorities, since the pandemic, the need to transition from manual, place-based financial systems and tools to a fully digital system is more pressing than ever. The old systems can no longer be used effectively and a slow measured transition over the full four years of the project is no longer an option. We must, for example, move quickly to widely used software such as QuickBooks, which means hiring specialists to make the transition now, rather than WEC moving things slowly over time, using internal resources.

The second supplemental funding will be used to create an organizational program
strategy for the next 3-5 years. It will activate the theory of change and ensure it is well translated into a solid program portfolio that describes in greater detail how to create the impact that WEC is trying to achieve.

This 60-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards the elimination of gender-based violence in Canada. Organizational capacity will be enhanced through the following activities: improving organizational and governance capacity, enhancing communications with members, strengthening partnerships, building membership capacity, and monitoring and evaluating organizational and programmatic impact.

The first supplemental funding will be used to strengthen WomenatthecentrE’s (WATC) human resource capacity to effectively respond to the increased demand for member support. In addition, WATC will be able to expand its reach, influence, and effectiveness by enhancing its volunteer base and expanding partnerships among other GBV support organizations to better support women facing and/or fleeing violence.

The second supplemental funding will allow WATC to strengthen its organizational capacity through planning and the development and facilitation of trainings using a "train-the-trainer" approach. As a result, WATC and the wider community will be fully equipped to address the long-term impacts that the COVID-19 pandemic has had on survivors across Canada and to provide better care to more survivors. This extended project will focus on the following key activities:
1. Develop a comprehensive volunteer outreach and engagement plan to support organizational sustainability
2. Develop and facilitate legal and interventions trainings to internal WATC staff, students, and volunteers, and
3. Develop a revenue generating training program to build capacity amongst the GBV and corporate sectors to better support survivors.

National Expansion of the Canadian Women’s Chamber of Commerce

This 60-month project will address organizational capacity needs to allow the Canadian Women’s Chamber of Commerce to continue promoting social and systemic change towards gender equality. Activities will focus particularly on building capacity and strategic planning for national expansion and enhanced national advocacy, including through research and partnership building with businesswomen, service providers, and other stakeholders invested in advancing women’s economic prosperity through entrepreneurship. Operational policies and procedures, along with marketing, communications and training resources will be created and tested through the pilot expansion of chapters, while sustainable funding will be built through strategic partnerships and the implementation of other fundraising approaches.

The first supplemental funding will be used to mitigate the impact that COVID-19 restrictions have had on the project by allowing the organization to; expand the team and capitalize on organizational strengths so that they are in a strong position to gain members and revenue as women’s businesses recover, implement Advocacy Strategy and Advocacy-related Communications, and offer signature programs to encourage membership and promote engagement, and launch pilot chapters with Regional Managers.

The second supplemental funding will be used to develop results-based management processes and systems to improve performance measurement and evaluation, and to apply a JEDI lens across strategic and operations planning. Therefore, the proposed project will extend activities and build additional organizational capacity for the Canadian Women’s Chamber of Commerce.
