In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the following activities: development, implementation and evaluation of an organizational diversity action plan. This will ensure diversity and inclusion in the organization’s leadership and culture, and ensure equity drives its advocacy across the Province of British Columbia.
The supplemental funding will be used for expanding outreach and engagement with individuals and/or groups from equity-seeking communities, prioritizing Indigenous People, Black People and People of Colour (BIPOC).
The second supplemental funding will be used to create a strategic human resources management plan, establish and implement a request for proposals process for short-term consultants, and create a leadership succession plan.

Organizational capacity will be enhanced through the following activities: development and implementation of a strategic plan; assessment of existing programs and their impact on recipient needs; as well as strategies to address gaps ensuring effective and efficient use of organization resources overall.
Supplemental funds will be used for building digital learning infrastructure and developing business modelling. These activities will advance the organization's capacity in terms of implementing the vision for technology-enabled external service delivery, building scalable and reliable systems, as well as exploring the options and approaches to diversity funding.

Fit for the future: Restructuring the Sexual Assault Support Centre of Ottawa for the survivors of today and tomorrow

This 59-month project will address organizational capacity needs to allow The Sexual Assault Support Centre of Ottawa to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of a 3-year strategic plan; by strengthening Human Resources policies and procedures, including the creation of a renewed staffing and membership structure adapted for greater flexibility; and through the development of an evaluation framework and associated tools and resources, incorporating feminist and gender-sensitive approaches.
Supplemental funding provided in 2020 will be used to advise the Board of Directors on a risk assessment of existing policies and to revise priority policies to better reflect the governance structure and to rapidly adjust to the current pandemic context.
Supplemental funding in 2023 will be used to assess and renew the strategic plan and develop an organizational recruitment and retention plan, a staff performance measurement tool, and a succession plan for the organization.
