In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 60-month Project will support the long-term viability of the Victoria Sexual Assault Centre to advance gender equity for women, Trans, Two-Spirit, and Gender-Diverse survivors of sexual assault by building a strong foundation for an innovative, healthy, and stable workplace culture through the development of a staff engagement strategy, strategic plan, succession plans for key roles in the organization, and policies and procedures based on anti-oppressive feminist values. The Project will address the need to mitigate the risk of staff turnover, develop a robust and healthy work culture, and provide a clear vision, strategic direction, and measurable goals for future growth.
Supplemental funding will be used to assess and improve human resources management systems and processes, enhance board recruitment process to ensure equity, diverse representation, and accessibility, and to diversify funding sources (e.g., monthly donor program and donor database)

Organizational capacity will be enhanced through the following activities: development and implementation of a sustainability plan to enhance organizational financial health.
The supplemental funding will be used to review and identify gaps in strategic planning and to develop and implement a strategic five-year development plan, including review of roles and responsibilities, accountability and monitoring of progress.

This 60-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development and implementation of a sustainability plan, a viable social enterprise model, and improving grant writing capacity to enhance organizational financial health.
The supplemental funds received in January 2021 will be used to increase additional capacity building activities, improve capacity to serve clients, and contribute to the organization’s social enterprise and income diversification goals.
The supplemental funds received in March 2023 will be utilized to develop Human Resources products and tools, strengthen the Human Resources recruitment and retention plans, and improve staff performance measurement.

Organizational capacity will be enhanced through the following activities: development of an ongoing plan to diversify funding sources, development of a strategy to strengthen ties with community organizations, strategic planning and development of an advocacy plan.
The additional funding will be used to improve organizational visibility in the community post COVID-19 pandemic. The Centre NOVAS-CALACS will also work on leveraging its awareness activities and improving the evaluation framework. A plan to ensure adequate staff succession for the organization's sustainability will also be put in place.
