In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Organizational capacity will be enhanced through the following activities: succession planning at the board and organization level; partnership development; and development of a marketing and fundraising plan that will maintain and expand the financial health and profile of the organization.
Supplemental funds will be used to strategically leverage partnership with the Nellie McClung Heritage Site whilst developing additional strategies to determine community engagement involvement in the sector. These activities will bolster efforts to strengthen the visibility of the agency in addition to utilizing social media channels as well as developing a Communication Strategy and Implementation plan. As well, internal governance frameworks will be created and implemented to ensure organizational stability.

Decolonize and Grow: Improving Rural Manitoba Sexual Violence Services

This 59-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: revision of workshop content to ensure it is accessible and culturally relevant; development of program evaluations tools; website revision; development of a resource app; and strengthening and diversifying the organization’s Board of Directors.
Through this supplemental funding, Survivor’s Hope Crisis Centre (SHCC) will build organizational capacity to effect change through the development of a campaign to create awareness and work towards eliminating stigma and shame related to experiences and understandings of sexual violence, and to build visibility and awareness around SHCC and the services they provide. SHCC will track the reach of the campaign by monitoring engagement, referrals, online traffic and feedback, as well as donations. Knowledge gained in this project will be shared within the community to strengthen the organization in building their capacity.

Organizational capacity will be enhanced through the following activities: strategic and succession planning, which will encompass board development, human resources management, sustainability planning, diversification of funding and an implementation phase.
The additional funding will be used to address additional capacity building activities and human resources supports needed for succession planning. The organization will further develop their funding development strategy, review and revise their Women’s Centre policies and develop a performance management system.

Coordinating National Action Against Gender-Based Violence

This 60-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through activities such as strategic and succession planning; partnership development, collaboration and networking; development of an advocacy strategy; implementation of result-based management; organizational financial health plan. The organization will develop a national approach to: anti-violence advocacy; influencing social policy; evaluating and sharing members’ best and promising practices. Activities to ensure sustainability will focus on building partnerships with donors and organizations with whom they can undertake shared projects.
Due to the current environment and the COVID-19 pandemic, organizations have been struggling with the implementation of their planned activities and have expressed difficulty addressing emerging needs.
The first supplemental funding will help them build the additional capacity that is currently needed to equip themselves and help their communities address the many issues they are facing. This funding will be used to improve the organization’s capacity to digitalize its activities and respond to the urgent needs of survivors of sexual violence.
The second supplemental funding will be used to identify gaps in the governance and human resources policies and to make sure it is updated to reflect their intersectional commitments, including trans-inclusion, reconciliation, and anti-racism. Additionally, the funding will be used to develop a government relations strategy and a communications and marketing strategy.
