In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Advancing Gender Equality by building WEC's Capacity

This 48-month project will address organizational and sector capacity needs to allow the Women’s Economic Council and its partners to continue promoting social and systemic change towards gender equality. Key activities will include consultations and assessments to help the Women’s Economic Council to collaboratively identify its strategic capacity-building priorities and to implement both tried tools and newly created capacity-building resources. The organization will partner with sector stakeholders that have previously taken steps to build their own capacity to avoid duplication, and will support women and women’s organizations working in community economic development in Canada to address their own capacity needs through training, workshops, and knowledge-sharing on effective capacity-building tools. A Strategic Plan and Sustainability Plan will be created and adapted based on evaluation results.

Ending VAW: Strengthening Our Foundation, Building Our Movement

This 26-month project will strengthen the organizational capacity of OCTEVAW with a particular focus on communications and outreach, advocacy and revenue generation. Capacity building activities will include the development of an advocacy strategy and tool kit, a knowledge transfer strategy, a comprehensive communications strategy, and a digital media strategy. OCTEVAW will also identify and develop revenue generation strategies to ensure its long-term sustainability.
The supplemental funding will be used to develop a strategic plan that integrates and centres the needs of 2SLGBTQIAS+, Black, Indigenous and People of Colour.
