In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The additional funding will be used to undertake the development of an operational and policy analysis with a GBA+ lens, to hire external specialists to assist the organization with advancement of activities in specific areas, and to train staff.

Strengthening Services for Access to Victims of Violence in NB

Organizational capacity will be enhanced through the following activities: development of a provincial strategic plan, including an implementation plan with strategic pillars; development of a sustainability plan and assessment of current practices to improve the strategy for advocating for the rights of women who have been subjected to violence; establishment of memoranda of understanding with various partners at the provincial, municipal and community levels to help improve the sector's sustainability; collaboration with a consultant prior to assessing awareness activities; development of a human resources management plan; and development of a website for the network.
Supplemental funding has been provided to offer training to staff, improve the website, enhance sector capacity by hosting events and workshops, and participate on the provincial committee.

This 60-month project will address organizational capacity needs to allow the organization to continue improving the economic, health, education and overall standard of living for Indigenous women and advancing gender equality in the province of Newfoundland and Labrador. Organizational capacity will be enhanced through the following activities: board governance training; organizational financial health; partnership development; human resource management; and advocacy.
A supplement for this project has been allocated to undertake sector capacity building activities, and to further increase organizational financial health and partnership development.
A one-year extension with a second supplement have been allocated to the Newfoundland Aboriginal Women’s Network to research and develop a fundraising plan, and to develop and implement a volunteer recruitment and retention strategy, both for the Ne’ata’q Place Transition House.

This 60-month project will build the organization’s capacity in order to better respond to increasing demands and to continue working towards its mandate of eradicating sexual violence against women and children. The project will meet its objectives through a membership strategy designed to recruit and retain volunteers in the community and a capacity building strategy that will increase leadership and mentoring opportunities as well as develop board governance expertise.
An extension and supplemental funds were provided to develop a strategic framework and an implementation plan for strategic direction to strengthen organizational capacity.

The supplementary funds will enable the organization to develop and implement a leadership-building plan by and for women and girls to ensure continued commitment within the organization.
