In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Welcoming Workplaces for Women in Trades and Apprenticeship: A Code of Practice

This 35-month project will influence workplace culture to increase women’s participation and advancement in skilled trades and apprenticeships affected by recruitment, workplace policies, practices, and behaviours in Ontario, Alberta, and British Columbia. Main activities include partnership development, needs assessment which includes research on promising practices, the identification and development of a strategy, piloting and evaluating a ‘code of practice’ for employers, and dissemination of knowledge.

The supplemental funding will be used to mitigate the impact that the COVID-19 restrictions have had on the project. Additional activities include, but are not limited to the following: accelerating the pilot phase for the Code of Practice to an online delivery, and in a shorter timeframe than originally scoped; and, increasing the workload performed by the contracted part-time leads in Ontario and Western Region to full-time capacity for Q4 of this fiscal year 2020-2021.

2019 Women's Summit - Acadie Revisited: Feminism and Gender Equality in Acadie

This 16-month project will examine the role of feminism and gender equality in Acadian communities in Atlantic Canada. Through the coordination of a Women’s Summit within the larger World Acadian Congress, participants will be mobilized to address the socio-cultural and socio-economic factors that impede gender equality for women within Acadian, Francophone and official language minority communities. Panels, roundtables and a large scale plenary with various stakeholders will allow discussion around women’s civic, democratic and economic participation in rural, urban and remote communities, and inform recommendations and a framework for a Gender Equality Action Plan for Acadian communities in Atlantic Canada.

Untapped Potential: Attracting and engaging women in Canadian manufacturing

This 36-month project will work to make progress on some of the key areas identified in the survey and increase the participation of women and girls in the manufacturing sector. Planned activities will aim to encourage women to enter careers in manufacturing by raising awareness of the benefits of a manufacturing career in Canada. CME will also create regional networks to work with the established national working group to promote programs that attract more women into Canadian manufacturing professions. In order to create more inclusive and diverse workplaces, CME will develop a set of best practices toolkit for manufacturers to adopt and report on progress.

Additional funding of $50,000 will strengthen partnership development, scale-up current programming, and identify opportunities for sustained impact among women in manufacturing across Canada.

Okemaw Iskwewak – Métis Women Empowerment Project

Description:

This 42-month project will strengthen the leadership of Métis women in British Columbia to influence governance structures, programs, policies, and practices within Métis Nation British Columbia. A needs assessment to identify barriers that prevent Métis women, including elected women, from exercising leadership in their community will be conducted to inform the development of a gender framework. The culturally appropriate gender framework, with local and province-wide strategies to support women in their respective leadership roles, will be implemented to advance the needs of Métis women and girls. Through the project, the organization will establish and facilitate a dialogue between Métis women, local decision makers, and experts to develop and implement a shared vision of inclusive governance.

The supplemental funding will be used for staffing, acquiring software, and adopting a work plan to be in line with the pandemic limitation. Additional funding will allow MNBC to adapt to the shifting landscape of a remote workplace as well as the changing needs after a pandemic.

This 36-month project aims to reduce barriers to employment for Francophone immigrant women with young children. To do so, the project will develop a practical and comprehensive childcare model, addressing issues around supervised and secure services for children before and after school hours, as well as gaps in transportation services in Ontario’s semi-rural south-east region, to improve their economic security.

Due to school closures and changes in health and safety standards related to the COVID-19 health crisis, the organization will have to adjust its response to child care and transportation issues in its region. Additional funding is provided for this purpose.

Getting Home: Overcoming Barriers to Housing After Violence

Description:

This 42-month project will find sustainable solutions to systemic and institutional housing barriers for women who are victims of domestic violence in British Columbia to improve their economic security. The barriers are diverse, ranging from bias and stigma associated with being on income assistance, to barriers such as the need for positive landlord references and the lack of affordable units. The organization will partner with agencies to implement solutions within four communities across BC and address identified barriers through new policies, protocols, and approaches that will be widely shared with key stakeholders.

The supplemental funding will be used for completion of four community pilot sites action plans that will incorporate the intersection of housing barriers and COVID-19, establishing online communications for community partners and stakeholders, hire two research assistants, and support the recipient adapt to the changing needs of affordable long-term housing during the pandemic.
