In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 20-month project, Survivor's Hope Crisis Centre (SHCC) will build its capacity to advance gender equality. It will address the organization’s policies, procedures and funding practices. The project will include developing and revising policies and bylaws to align with GBA+ and applicable legislation and acts on Indigenous, queer, and people with disabilities needs. To do so, the organization will establish and advisory committee and will focus on the intersections of survivors of sexualized violence as well as making recommendations and informing of gaps by conducting needs assessment to aid them in continuing healing and equality. The activities will also equip the organization to secure sustainable funding through staff trainings and build network and improve partnerships with individuals, groups and agencies that share an interest in advancing equality for women, sexual violence survivors, and gender diverse individuals. By the end of the project SHCC will have created policies and procedures that are anti-oppressive, inclusive, and decolonized and will have obtained the tools and knowledge to help build their organizational credibility and financial capacity.

Through this 20-month project, the Domestic Violence Association of NB Inc. will build its capacity to advance gender equality. It will address its internal capacity for operating as a professional nonprofit woman’s organization with a significant impact on addressing the issue of domestic intimate partner violence (DIPV) and supporting frontline services and survivors in NB, and build its capacity to oversee, govern, and make decisions under a new operational structure.

Through this 32-month project, Mentor Canada and its partners will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers to employment within male-dominated sectors by building the capacity of organizations to bolster the inclusion of women and genderdiverse employees through inclusive mentoring. Mentor Canada and its partners will develop a comprehensive bilingual toolkit which will support organizations in designing, implementing, and evaluating a mentoring program to change organizational norms and culture and foster meaningful inclusion. Customized tools for equity-deserving groups will help organizations tailor their mentoring programs to respond to the groups’ priorities and needs. The development of training materials for mentors will sensitize them to the systemic barriers faced by women and genderdiverse folks and equip them to become agents of change. The development of materials for mentees will empower them to reap the maximum benefits from their mentoring relationship. Engagement activities will motivate stakeholders to adopt and embrace mentoring as a lever for inclusion in male-dominated sectors. An external evaluator will measure and assess the impact of the systemic change project.

Advocating for Transformative Change in Women's Economic and Leadership Advancement

Through this 32-month project, Nisohkamakewin Foundation will address barriers to women’s success through systemic change to help improve women's economic security and prosperity in Alberta. This will be achieved by activating its member branches and broader networks across the regions to engage in education and advocacy that will challenge systemic economic inequality for women and gender-diverse people in the care economy, specifically addressing the needs of Indigenous women, women, non-binary, and trans people who are racialized.

Key activities include conducting a gender norms and attitude assessment to address organizational assumptions and biases, staff training to improve and increase confidence in public speaking, facilitations, and negotiation skills, development of a representation and mentorship program to increase involvement in the decision-making processes, as well as conducting research and collecting lived experiences from indigenous women to inform policy review, development and implementation. An external evaluator will measure and assess the impact of the systemic change project to ensure that the project supports their goal of addressing, mitigating and eliminating systemic barriers women face in economic and leadership opportunities.

Through this 20-month systemic change project, Environmental Careers Organization Of Canada (ECO) will scale the Women Reclaiming Leadership in Environmental and Engineering Industry project to Canada’s Occean and Agriculture/Agri-food sectors. The project aims to address systemic barriers and promote women's representation in leadership and decision-making roles within these industries. To do so, the project will leverage the lessons and resources from its previous success, creating an advisory committee and conducting comprehensive baseline reviews and surveys to establish evidence-based best practices. An employer resource toolkit will be developed to assist organizations in implementing diversity and inclusion programs to support women's leadership aspirations. To foster networking and sponsorship, ECO will launch a campaign promoting sponsorships and peer support for women in these sectors. Additionally, an outreach campaign will challenge perceptions around women in leadership, encourage participation, and share success stories from participating organizations. The project will feature networking events, workshops, digital outreach campaigns and women-focused groups.

Capacity Building of the Association of Early Childhood Educators of Alberta

It will address the growing needs of early childhood educators, the majority of whom are women and many who are also racialized. To achieve these goals, AECEA will transition from an operating board to a governance model, fostering sound management and strong governance. The project activities include conducting an organizational assessment and a strategic planning session which will help the Board and staff to clarify strategic and organizational objectives and develop new management and governance strategies and structures. By the project’s conclusion, the organization will have reviewed its HR policies and procedures, and created comprehensive strategies for financial sustainability, memberships and community engagement, as well as communications, advocacy and data management.
