In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

It will address its capacity to anticipate organizational change at a time when it is experiencing significant growth and to manage its operations more effectively. The project will include revising and updating the human resources policy and developing an action plan for employee wellbeing; creating a five-year transition plan for the organization’s management; and improving the team’s productivity through better, more effective internal communications.

Strengthening Relais-femmes∕PARR capacity

Through this 20 month project, Relais-femmes will build its capacity to advance gender equality. It will address the needs of Black and racialized women and non-binary people conducting research. The project will include creating and implementing a two-year strategic plan that will serve as a roadmap for the development of a Black and racialized anti-oppressive and anti-racist organizational structure, launching a website to share resources, and a strategic planning process.

Sharing Our Power

Through this 20-month project, VIDEA will build its capacity to advance gender equality by addressing the systemic exclusion of Indigenous women, gender-diverse and 2SLGBTQI+ people, including those with disabilities and living in the North of Canada, from fully participating in the national women’s movement. The project will include the following activities: building knowledge, capacity and connections between partners and communities; engaging VIDEA’s diverse staff and wider community of emerging leaders, non-traditional partner organizations, and overseas partners who are leaders in African women’s movements; and, developing and widely disseminating decolonized, intersectional policies, tools and resources for organizations to better support diverse staff, engage diverse communities and foster a more inclusive, representative, diverse and viable women’s movement.

Building Capacity and Action for the National Council of Women of Canada

This 20-month capacity-building project will undertake a review of the way in which the National Council of Women of Canada serves all Canadians today and in the future, while remaining true to its values and principles. The project will develop a 5-year strategic plan, focusing on the sustainability of the organization and ensuring its membership is open, accessible, and responsive to the needs of those it serves.
The project will hire a consultant to undertake key activities, including capacity building, strategic planning, communications and governance, thereby strengthening the organization. The plan will include an environmental scan and GBA Plus analysis of the sector prior to the development and approval of the strategic plan and related action plans for implementation. Furthermore, a membership plan and strategy will be developed to support membership growth and organizational responsiveness to the needs of its membership, including GBA Plus, undertaking a SWAT analysis, and preparing action plans to implement the strategic plan.

It will address the need for a coordinated, culturally sensitive and community-driven approach to address gender-based discrimination and violence in the South Asian community. The project will include the creation of a strategic plan, the implementation of a governance audit, a needs assessment to identify culturally specific tools and resources, and continuous learning and networking activities to increase sectoral capacity.

Through this 20-month project, Sexual Violence New Brunswick (SVNB) will build the sexual violence services sector's capacity to advance gender equality through collective care. The project will identify the gaps in trauma-informed care for helpers and service providers; identifying needs through a gap analysis, focusing on the barriers and enhancements to care, leading to sustainable and effective supportive services for survivors. The project will include the development and enhancement of organizational policies, procedures, and program manuals based on trauma-informed principles as well as the development and delivery of training focused on trauma-informed principles for trauma-exposed workplaces.

Sustaining Maternal Empowerment: A Capacity Building Project

Through this 20-month project, Maternal Minds will build its capacity to advance gender equality and address gaps for Muslim mothers residing in the Halton Region who are facing barriers in accessing culturally relevant mental health services. The project will include developing systematic organizational procedures and structured processes to ensure that community initiatives are well planned, efficiently executed, and supported by sustainable management practices. The project will also establish structural procedures, policies, assign responsibilities and accountability within the management team to increase organization's capacity for impact, which will involve creating frameworks through recruitment, group training, consultation, networking, collaboration, and collective education by adopting the GBA+ approach.
