In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 20-month project, Réseau-Femmes Colombie-Britannique will build its capacity to advance women’s equality. Having maintained a strong presence throughout the province for 35 years, the organization needs to acquire the tools to help it create, reinforce, and stabilize a healthy, inclusive, equitable environment. Réseau-Femmes Colombie-Britannique will strengthen its governance by establishing bylaws and policies. Various training programs will help improve understandings of non-profit management, including the structure of the accountability framework, the steps and methods for getting involved, and how to represent Francophone women with diverse identities in British Columbia. The project will also include developing an inclusive human resources policy; outlining the development of policies, toolkits, and guides; and finally, creating a five-year strategic plan.

The supplemental funds will be used to promote organizational health and sustainability, strengthen governance capacities to overcome challenges and crisis, and support the establishment of organizational clarity.

Through this 32-month systemic change project, Women’s Habitat of Etobicoke will help advance women’s economic security and prosperity through systemic change. Specifically, the project will increase opportunities for women to enter and succeed in predominantly male workplace environments by building the capacity of employers to implement anti-oppressive, anti-racist, trauma-informed policies and practices. The project will 1) develop an engagement strategy guided by women with lived experiences of GBV; 2) design a training program based on a needs assessment and on consultations with prospective participants; and 3) deliver training to the selected companies and support their efforts to make their workplaces more equitable. (SAWIS) will scale the “Pandemic Response by Highly Impacted Communities” project to advance women’s economic security and prosperity and increase representation in leadership and decision-making roles. It will work with visible minority newcomer women (VMNW) in SAWIS's catchment community (Scarborough and Greater Toronto Area (GTA)) previously identified as women leaders and activists to scale-up the scope and level of engagement in system change activities. It will address inequalities related to gender, race, ethnicity, immigration status and labour market position and initiate collective action. To do so, the project will a) recruit and activate project leaders and working groups; b) consolidate knowledge of community impact of inequities and response for systemic change; c) conduct GBA+ and environmental scans to understand the community’s needs for social policy change and decision making d) activate working groups led by community leaders; e) engage affected communities in systemic change initiatives; f) communicate and network; and g) monitor and evaluate.
