About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 24-month project, Réseau Femmes du Sud-Ouest de l'Ontario will develop and implement an approach to educate and raise awareness among young girls who have witnessed parental domestic violence, in order to strengthen the GBV sector. This project will address gaps in the availability of prevention and intervention resources for high-risk youth, particularly local, French-language resources adapted to official language minority communities in southwestern Ontario. To achieve this, the project will include interactive workshop modules carefully developed with experts and implemented within participating francophone schools, for young girls aged 13 to 18, and with the participation of young boys as allies. An external evaluation will measure and assess the impact of this promising practice. Réseau-Femmes du Sud-Ouest de l'Ontario will organize a public event and develop a final report to share the results of the promising practice with the community, local organizations and other stakeholders, so that they may replicate it or expand upon it.

Cyberheroes: Gender-based cyber violence prevention program

Through this 24-month project, Les 3 sex* will develop and implement a gender-based cyber violence prevention program for young boys to strengthen the gender-based violence sector. The project will address the lack of access to services that help counter online radicalization and disinformation leading to gender-based cyber violence against women and 2SLGBTQI+ people. It will target young boys who are vulnerable to the influence of messaging from the manosphere. This will include consulting with partners; collecting data; creating awareness resources; and applying, evaluating, and disseminating innovative practices. An external evaluation will measure and assess the impact of these promising practices. Les 3 sex* will disseminate the promising practices and share the assessment report to inform other organizations of the promising practices so that they can replicate or scale them.

Increasing Capacity to Support Trans Wellness with Skills Development, Mentoring, Novel Partnership, and Shared Leadership

Through this 24-month project, Hamilton Trans Health Coalition Inc. (HTHC) will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address: the barriers that exist for trans, gender-diverse, and non-binary people who have been denied the necessary educational and professional development opportunities due to intersectional systemic oppressions; the gaps in best practices by developing a model employment program that lowers barriers to entry; the barriers that exist for low-income individuals seeking gender affirming health care and; the need to make it easier for communities of any size to follow in HTHC footsteps to build much-needed local capacity by sharing these best practices widely. The project will include a) the review of job descriptions, classifications, pay grids, volunteer program and succession planning; b) the study of the feasibility of a social enterprise to fund continued systems navigation through fee-for-service skill-building engagements with non-healthcare employers; c) establish and support innovative partnerships and planning activities that could, after this project and using newly identified resources, sustainably address gender affirming health needs of low-income individuals excluded from private care; d) refine human resources policies and strengthen employee supports and internal career pathing practices; and e) develop & disseminate HTHC start-up guide.

Intersectionality: A priority!

Through this 24-month project, the Centre d’aide et de lutte contre les agressions à caractère sexuel (CALACS) de Trois-Rivières will develop and implement a service tailored to intersectional women to strengthen the gender-based violence (GBV) sector. It will address the lack of access to adequate services for women from 2SLGBTQI+ communities, Indigenous women, women who have a disability, and potentially, racialized women who are victims of sexual violence. To do this, the project will focus on hiring a dedicated advocate who will maintain a presence in the target audiences’ communities and ensure that the organization’s services and tools are tailored to take into account specific intersectional issues surrounding GBV. The CALACS will also raise awareness of the reality of GBV experienced by intersectional women. An external assessment will help measure and determine the impacts of this promising practice. The CALACS de Trois-Rivières will conduct various awareness and information campaigns, as well as present the project to committees (such as the Quebec Coalition of Sexual Assault Help Centers) to inform others of the promising practice so they can replicate or scale it.

Truth-telling and change-making: Participatory arts-based research to understand experiences and needs of 2SLGBTQIA+ GBV survivors

Through this 24-month project, Community-Based Research Centre Society (CBRC) will conduct a participatory arts-based community-led research project to improve GBV services for 2SLGBTQIA+ communities in Fraser Health Authority, British Columbia. The project will address gaps in knowledge about 2SLGBTQIA+ survivors’ experiences and needs, as well as barriers to accessing 2SLGBTQIA+ affirming supports and services. It will include a literature review, an environmental scan, and trauma-informed arts-based group sessions facilitated by 2SLGBTQIA+ artist-researchers, supported by Indigenous Elders as well as clinicians. To mobilize research findings, CBRC will organize webinars as well as an arts exhibit featuring participants’ work and stories. It will also develop a service provider toolkit.
The project will be conducted in collaboration with Health Initiative For Men (HIM). It will be guided by an Advisory and Accountability Committee made up of 2SLGBTQIA+ people impacted by GBV, with all staff, artists and contractors involved also being 2SLGBTQIA+ people.

The project will include key capacity building activities, such as the creation and implementation of a new governance structure, as well as a diversified funding model strategy and money management infrastructure, and the development and implementation of a strategic plan, theory of change and impact strategy.

The project will include the incorporation of the association as a non-profit organization to broaden its scope, as well as the development of human resources management and fundraising strategies to ensure the implementation and the sustainability of the strategic action plan developed. The project objectives are to incorporate the association, hold project advisory meetings, increase the number of members and their participation in activities, and finally plan consultation meetings with members.

Through this 18-month project, NWT Disabilities Council will increase its organizational capacity to continue promoting social and systemic change towards gender equality. NWT Disabilities Council will achieve this by reviewing current fundraising strategies, identifying opportunities for sustainability, selecting best practices for fundraising, and developing and implementing a strategy for sustainable funding. By the end of the project, NWT Disabilities Council will have strengthened their capacity to generate sustainable funding.

Women Out of the Margins: Increasing Decision Making Power of Women in Northern British Columbia

Through this 37 month systemic change project, Positive Living North: No khe̅yoh t’sih’en t’sehena Society (PLN) will help advance northern, rural, and remote women’s representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers within the Canada's political, social, and economic governance by conducting a needs assessment, training ten women peers who will go back to their communities to train other women (train the trainer programs), implementing knowledge mobilization strategies such as information sharing sessions, a conference, a final publication including calls for action advocacy paper. A project coordinator will be networking and engaging with the grassroots communities in implementing these activities.
An external evaluator will measure and assess the impact of the systemic change project and produce the detailed report in each phase of the project. This project aims to empower Indigenous and marginalized women with the essential leadership skills by incorporating GBA plus to increase the representation and participation of women in political and public spheres. Eventually, this project would foster gender-sensitive policies and practices in the province of British Columbia through an intersectional lens.
