In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

NWT Youth Take Charge: Uniting the Voices of 2SLGBTQIPA+ Northerners & Indigenous People

Through this 23-month project, the Northern Mosaic Network (NMN) will develop community-informed initiatives to overcome key issues facing 2SLGBTQIPA+ communities. This will be achieved by planning and implementing community-based approaches to remove intersectional barriers to equality for 2SLGBTQIPA+ communities. NMN will create a northern network of Gender and Sexuality Alliance (GSA) clubs in local schools in the six remote regions of the Northwest Territories. Within this GSA network, a youth mentorship program will be implemented, which will help to inform the development of a youth advisory council, and the delivery of the Northern Mosaic Network’s 2SLGBTQIPA+ identity and sector-specific training and workshops.

Strong Foundation for the Saskatchewan Queer Mental Health Collective

Through this 25-month project, the Saskatchewan Queer Mental Health Collective (SQMH) will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address strengthening their organizational structure by incorporating as a non-profit organization, connecting with Saskatchewan-based queer and trans mental health providers, and will increase awareness to 2SLGBTQ+ people across Saskatchewan about the importance of affordable, qualified and affirming mental health care in their province. The project will include developing a constitution and bylaws that reflect the collective's mission and improving the outreach and communication with queer and trans individuals across Saskatchewan, particularly in rural areas.
This project will engage with 2SLGBTQ+ mental health practitioners across Saskatchewan to share knowledge, exchange best practices, and enhance their collective capacity to support their members in addressing the mental health needs of individuals within the community.

The project will include capacity building for organizational decision making, strategic planning and financial management to support the development of tools and resources to effectively manage and maintain staff and volunteers and to increase collaboration with other 2SLGBTQI+ organizations and community resources.

It will address the capacity and sustainability needs of the organization through a funding strategy, accounting infrastructure, community consultation, and strategic planning. These activities will directly impact the programs, services, education and engagement of the 2SLGBTQI+ community and non 2SLGBTQI+ community through the Columbia Valley. The project will include creating a strong plan for financial sustainability, a theory of change and strategic plan, and an opportunity for consultation with the community to align our programs, events, and educational efforts. This project has the opportunity to give the working board the resources and capacity to accelerate the impact and work of the organization in a timely and strategic process.

strengthen the capacity and networks of 2SLGBTQI+ community organizations to
promote equality for 2SLGBTQI+ people. It will address identified gaps in inclusion
for people at the intersections of multiple forms of oppression, particularly racialized,
immigrant, disabled, and gender-diverse LGBTQI+ women and other people. The
CSL will also seek to better support the response team who works with these
communities on a daily basis. The project will include an overhaul of internal policies
and procedures, activities to support the response team, and strategic planning that
reflects the diversity of LGBTQI+ people.

Strengthening Fondation Émergence’s capacities by creating the Émergence network in Canada

Through this 28-month project, the Fondation Émergence Inc. Will strengthen the capacity and networks of 2SLGBTQI+ community organizations to advance 2SLGBTQI+ equality. The organization will build its capacity to promote progress on equality and inclusion for 2SLGBTQI+ people in Canada, with a particular focus on the workplace. The project will enable the Fondation Émergence Inc. To improve the effectiveness of its governance, generating a new human resources plan, and it will improve the organization’s financial management. Through the project, the Fondation will be able to expand its current network of partners to include as many companies as possible in all of Canada’s provinces. Once the network is activated, the Fondation will equip and train member companies, enabling the organization to meet the significant and growing demand with regard to the needs and challenges Canadian companies face on 2SLGBTQI+ inclusion.
The additional funds will enable Fondation Émergence Inc. To strengthen its capacity to manage human resources, and to offer and maintain its training and awareness services to promote the inclusion of 2ELGBTQI+ communities. To this end, the Fondation will put in place a structured network of trainers equipped to meet demand and offer demand and offer quality services.

Nelson Pride: Building Sustainable Capacity through Training and Direction

Through this 21-month project, Nelson Pride Society will build capacity in West Kootenay 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. The project will help provide a clear structure and processes, and offer training to further understanding within Nelson Pride Society and its network. Nelson Pride will benefit from a defined direction and growth plan for increasing internal capacity to provide more opportunities for the community, which will lessen the burden on queer organizers who have traditionally funded events, taken on liability, and provided services without compensation. The project will aim to instill consistency and formal accountability which will help to build trust and communication lines for the long-term sustainability of Pride in the Kootenays. The project will include organizational learning, collaboration and cross-organizational learning, and strategic plan development.
