In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

A code of conduct for human trafficking prevention in the Niagara Region

Description:

Through this 28-month project, Tools of Empowerment for Success (TOES Niagara) will develop and put in place a code of conduct to prevent human trafficking in the hospitality and tourism industry in the Niagara region to strengthen the GBV sector, based in part on ECPAT International's The Code of Conduct for the Protection of Children from Sexual Exploitation in Travel and Tourism. It will address the need to provide awareness, tools and support to the hospitality and tourism industry to prevent human trafficking of vulnerable populations (e.g., women, racialized, newcomers) working and living in the Niagara region. To do so, the project will establish a multi-stakeholder steering committee that will develop and adapt a local Code of Conduct based in part on the ECPAT model with input from the community including survivors and at-risk populations. The local Code will be implemented among pilot organizations and policy development support and training will be provided to these organizations to facilitate a successful implementation. An external evaluator will measure and assess the impact of the promising practice. TOES Niagara will organize outreach events to share information on the promising practice with key employers in major border cities so that they may replicate it or expand upon it within their own organizations.

Through this 28-month project, Young Women's Christian Association of Kitchener-Waterloo will scale a promising practice which is a combination of two successful employment, entrepreneurship, and reskilling programs (In Her Shoes: for Youth & In Her Shoes: Newcomer Women) to strengthen the GBV sector. It will scale to women and gender-diverse people who are unhoused or unable to sustain housing because of GBV. It will address the gaps, uncovered biases, and common barriers identified by the staff and participants. To do so, the project will include the replication of the existing promising practice with a new population; engaging key at-risk and underserved populations; provide cohort sessions; refine cohort sessions; and build evidence on scaled promising practices. Young Women's Christian Association of Kitchener-Waterloo will develop knowledge sharing methods of the project learnings and model with GBV initiatives and with the WAGE GBV Knowledge Centre to share information on the promising practice with others so that they may replicate it or expand upon it.
