In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Black Youth United Against GBV & IPV

Through this 30-month project, 11399527 Canada Society (O/A Future Black Female) will develop and put in place the Black Youth United Against GBV & IPV pilot project to strengthen the GBV sector. It will address knowledge and awareness gaps about the intersectional identities that shape Black women’s and girls’ experiences of GBV and IPV through culturally relevant and responsive youth-led workshops. To do so, the project will recruit, train, and mobilize Black youth, including boys and men, as facilitators of discussions about GBV and IPV. An external evaluator will measure and assess the impact of the promising practice. Future Black Female will facilitate community roundtable discussions; present at conferences and create resources and materials to share information on the promising practice with others so that they may replicate it or expand upon it.

For Us By Us: Building Organizational Sustainability and LGBTQI+ Newcomer Leadership

Through this 30-month project, Capital Rainbow Refuge will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the need for a community-centred approach to operations and for LGBTQI+ newcomer involvement and leadership when it comes to the planning, development of policies and programming that concern them. The project will include putting in place a Co-Executive Director model to guarantee the smooth transition of Executive Leadership to an LGBTQI+ newcomer; creating an LGBTQI+ Newcomer Committee and hosting a Leadership Summit to foster greater inclusion as well as create a leadership pipeline across the organization; developing new and enhanced financial processes and controls; and refining donor management systems and outreach.
The supplemental funding will allow Capital Rainbow Refuge to provide trauma-informed, antiracist governance training for their Board members and LGBTQI+ Newcomer Committee and leadership training to staff; create new committees to inform the development of a more horizontal and collaborative governance model; and engage in program design to better align organizational work with charity status requirements.

Using Preventative Restorative Justice Circles to Address GBV Among Youth

Through this 30-month project, North Shore Restorative Justice Society (NSRJS) will develop and put in place a preventative, restorative justice circle model with Grade 5 to 12 students on topics related to gender-based violence to strengthen the GBV sector and better address the needs of at-risk youth. To do so, the project will include contracting experts to train NSRJS staff on topics related to GBV and youth, developing a toolkit related to GBV using GBA Plus (including a list of mental health support resources for students), gathering and incorporating stakeholder and expert feedback, improving evaluation methods, piloting two rounds of the promising practice, and administering pre- and post-evaluations. An external evaluator will measure and assess the impact of the promising practice. North Shore Restorative Justice Society will publish a report on its website and publicize on social media to share information on the promising practice with those involved in the project and others so that they may replicate it or expand upon it.

MAX Reboot: Solidifying MAX Ottawa’s foundation to advance 2SGBT2Q+ health equity in the NCR

Through this 30-month project, MAX Ottawa Community Health will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will address the gaps and barriers to accessing culturally appropriate and relevant services and resources for diverse members of the 2SGBTQI+ community in the National Capital Region, especially those experiencing intersecting systemic inequities. The project will include an evaluation of community needs as part of a redevelopment of MAX’s strategic plan. It will also include the implementation of a sustainability plan to ensure long-term stability of the programs and services that 2SGBTQI+ community rely on.

A New Boys Club: A Youth-Led Online Community Mobilizing Gender-Based Violence Prevention

Through this 26-month project, Next Gen Men (NGM) will develop and put in place a pro-feminist online community-building space to strengthen the GBV sector. It will address a significant gap in the sector: the provision of healthy online spaces for boys to explore questions of mental wellness, identity and belonging, and to mobilize as allies to prevent GBV. To do so, the project will form a youth advisory council (YAC) that collaborations with NGM staff, in fostering an online community of boys and masculine-exploring youth based on the framework of positive youth development that they will pilot, as well as develop and implement a strategy that mobilizes boys as allies in the prevention of GBV. Additionally, they will collaborate with an external partner to create a report and learning resource for youth serving organizations in Canada for the adults stewarding male-dominated youth spaces, such as sports teams and youth groups, to develop effective strategies for youth engagement online through community-building. An external evaluator will measure and assess the impact of the promising practice. Next Gen Men will produce a podcast series featuring members of the YAC to share their stories and learnings for the mobilization of boys in gender justice. A report and learning resource regarding this promising practice will be shared with the GBV Knowledge Centre and distributed throughout the GBV sector so that other youth-serving organizations can replicate, expand, and share in the mission of engaging boys and young men in GBV prevention.

Preserving and disseminating Quebec lesbian history and culture

Through this 30-month project, the Archives lesbiennes du Québec will help strengthen the capacity and networks of 2SLGBTQI+ community organizations to promote equality for 2SLGBTQI+ people. The project will address the importance to 2SLGBTQI+ communities of exploring their history and culture to better understand the challenges and issues they have faced over the years, as well as the innovative solutions and successes that have bolstered these communities' resilience. It will also improve access to the memories of groups and individuals who helped build 2SLGBTQI+ communities.
The project will consist of establishing a strong IT infrastructure, developing indexing and classification tools, strengthening the capacity to disseminate funds and collections, and improving internal management processes and consultation mechanisms.

Scaling services for victims and families of GBV and increasing wrap-around supports

Through this 30-month project, Child Witness Centre of Waterloo Region will scale their Child and Youth Advocate Program (CYAP) to strengthen the GBV sector. CYAP operates on referrals from local Police once an investigation is underway or the child is already navigating the criminal justice system. The scale-up will increase wraparound services through new partnerships and will draw from new intake streams where a) the child witness is not yet part of a Police investigation or navigating the criminal justice system and/or b) the child and/or their parent/caregiver are either a witness or victim of IPV and referred from the Police, Crown or other partner.
This project will address the growing demand the organization has experienced and address the need for a familial approach to GBV. A Partnership Coordinator and Systems Navigator will be hired to establish new referral-in and out partnerships to provide critical supports to children and parent/caregivers. Child Witness Centre of Waterloo Region will monitor and evaluate the progress and outcomes of this project and share information on the promising practice with their stakeholders and the public so that they may replicate it or expand upon it.

Switch Gears – Redefining Masculinity in Today's World

Through this 30-month project, Big Brothers Big Sisters of South-West Durham and Northumberland will scale their Switch Gears mentorship program, which works with at-risk male youth to develop positive mental health, healthy masculinities, and positive relationships. This project will scale program delivery to youth at additional schools to address the need for increased male mentorship with the goal of decreasing rates of violence and abuse. The project will comprise increasing organizational capacity to deliver Switch Gears, consulting with GBV survivors, promoting and recruiting mentors, engaging school boards to identify new schools to receive the program, delivering Switch Gears to new schools, and evaluating the program to ensure effectiveness. Big Brothers Big Sisters of South-West Durham and Northumberland will publish findings regarding the efficacy of the program to share information on the promising practice with others so that they may replicate it or expand upon it.

Through this 30-month project, Puakuteu, comité de femmes de Mashteuiatsh, will develop and implement a system of support workers to strengthen the gender-based violence sector. The organization will address access to adequate and appropriate resources on violence in the community; the need to provide women experiencing violence with tools; and the need to reshape Pekuakamiulnuatsh women’s identity and include the cultural dimension in implementing holistic solutions by, for, and with Indigenous women.
To achieve this goal, the project will include developing a communication plan to reach and recruit the target population of women who could act as a support worker, developing the support worker system, and raising awareness within the Mashteuiatsh community on gender-based violence.
An external evaluation will help measure and assess the impacts of this promising practice. Puakuteu, comité de femmes de Mashteuiatsh, will visit various Indigenous communities to inform others about the promising practice so that they can emulate or scale it.

Expanding Impactful Second Stage Support And Skill-Building For Individuals With Complex Trauma From Gender-Based Violence

Through this 30-month project, the Kaleo Collective (KC) aims to expand the reach of the Single Mom Resource Course (SMRC) to strengthen of the GBV sector. This project will address the ongoing challenges faced by single mothers, including the challenges associated with all types of violence, emotional and financial poverty. Through this initiative, single mothers will acquire the tools to address their own trauma, establish healthy relationship patterns, develop problem-solving, and conflict resolution skills, boost self-esteem, and enhance their sense of self-worth, all of which will contribute to improved family communication and overall health of the family unit.
To achieve these goals, the project will involve the establishment and reinforcement of partnerships to support program delivery, as well as a review and update of existing policies and training frameworks in collaboration with partners. This collaborative effort will engage, empower single mothers, equipping them with essential skills and resilience, while helping them recognize their potential through this program. KC will also carry out surveys and debriefing sessions to evaluate the effectiveness of their program delivery. The knowledge, insights and outcome gained from this project will be shared with community working groups and other organizations as best practices that can be replicated or expanded upon.
