About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Preparing for and Managing National Growth: Supporting 2SLGBTQI+ students across Canada into the Future

Through this 30-month project, ARC Foundation will build stronger capacity to be prepared for the scaling effects of national growth – including internal systems, strategic plans and focus, people strategy, planning and tools, and expanding collaboration with education and 2SLGBTQI+ community organizations and network - to help advance 2SLGBTQI+ equality. It will address key challenges and needs that the growth in demand and geographic reach engender, such as considering and responding to the impact on our team, our stakeholders and our systems, processes, and tools, so we can continue successfully collaborating with the education community. The project will include four key activities: complete three-five year strategic planning for national growth; identify, review and develop workforce and HR planning strategies; evaluate and optimize IT technology and tools for growth; and address and plan for risk mitigation for national scaling.

Countering Interpersonal Violence in Youth Sport: Bilingual Bystander Interventions

Through this 30-month project, Black Buildup will develop and put in place the Coaching Boys Into Men (CBIM) bystander intervention promising practice to strengthen the GBV sector. It will address the behaviours and attitudes that lead to GBV among young men and women, with a focus on Francophile Black men and boys. To do so, the project will include delivering workshops and interventions to youth in sport, and engaging the community through parents, coaches, sport administrators, and spectators to be active partners. An external evaluator will measure and assess the impact of the promising practice. Black Buildup will collect baseline data, develop a toolkit, and mobilize knowledge to share information on the promising practice with others so that they may replicate it or expand upon it.

Safety Assessment Risk Management (SARM): Sharing Promising Practices

Through this 30-month project, The Redwood will scale their Safety Assessment and Risk Management (SARM) framework Ontario-wide to strengthen the GBV sector. It will address the need for the Violence Against Women sector to uphold a higher standard of GBV screening and safety planning and address the fallout from the widening service gap by offering a tool that develops strategies to reduce violence and mitigate risks from a survivor-centred approach.
To do so, the project will (1) identify service gaps and map coordination channels throughout Ontario; (2) conduct focus groups with survivors, service providers and subject-matter experts; (3) use gathered knowledge to develop a revised, more inclusive version of the SARM practice model in both official languages; (4) develop a comprehensive training curriculum and deliver SARM training to all project partners; and (5) conduct process and outcome evaluations.
On top of delivering SARM training to partners, The Redwood will present the model at educational conferences and incorporate it into the organization’s online portal to share information on the promising practice with others so that they may replicate it or expand upon it.

Taking an Innovative Community Approach to Prevent GBV

Through this 30-month project, the Canadian Centre for Abuse Awareness (CCAA) will adapt and test the Impacts of Recovery Innovations (IMRI) Framework within the York Region GBV sector to support the transformation of services and systems toward a recovery orientation, and facilitate improved awareness, understanding and application of secondary prevention activities.
To do so, the project will engage persons with lived experience and community partners to cocreate and deliver education material, storytelling by survivors and trauma-informed processes and practices through a virtual community platform. CCAA will undertake knowledge mobilization activities on its virtual platform. It will also disseminate lessons learned and knowledge gained from the project through publications and community information sessions so that others may replicate it or expand upon it. An external evaluator will measure and assess the impact of the framework.

Through this 30-month project, The ArQuives will build stronger capacity of 2SLGBTQI+ community organizations and networks to advance 2SLGBTQI+ equality. It will build the capacity of the organization’s decision-making process, financial, human resources and change management, strategic planning, learning and collaboration approaches. The project will achieve these goals by developing long term vision and strategies, prioritizing organizational development, consulting the community on priorities, and conducting a fundraising feasibility study. This will enable the ArQuives to grow its collection and services and increase their impact throughout Canada.

Good Night Out Nightlife and Hospitality Safety Outreach Project

Through this 28-month project Good Night Out Vancouver Association (GNO) will scale a Nightlife and Hospitality Safety Outreach project to strengthen the GBV sector. It will scale to communities on Vancouver Island and within the Okanagan region. It will address gaps in the prevention of non-consensual sexual and gender-based violence in public spaces, supporting worker and community safety and wellbeing, and building capacity to prevent and interrupt gender-based violence. To do so, the project will include an environmental scan of organizations involved in public safety and/or gender-based violence prevention work, community surveys around perceptions and experiences of safety, training and deploying a community-based outreach team, and sharing the learnings in a toolkit series to help other communities build layers of protection from sexualized violence in public spaces. GNO will share information on the promising practice with Women and Gender Equality Canada Gender-based Violence Knowledge Centre so that others may replicate it or expand upon it.

Men Like Me: Refugee/Newcomer men facilitate awareness, understanding and concrete action to prevent GBV

Through this 30-month project, the Mothers Matter Centre will scale their Men Like Me violence campaign with the help of White Ribbon to prevent GBV and strengthen the GBV sector. It will scale this initiative to immigrant and refugee men and boys to address isolation, foster positive family relationships and masculinities, and also destigmatize access to available support services. To do so, the project will: capture the perspectives of refugee and newcomer men and boys; and design, develop and deliver the Men Like Me program, its training sessions, resource guides and other materials for the participants to use. An external evaluator will measure and assess the project and its outcomes. The approach and takeaways will then be shared through national webinars so that the promising practice may replicated or expanded upon.

Sustaining Impact: Increasing CBRC's Capacity to Support 2SLGBTQIA+ Health Leadership and Mobilization in Canada

Through this 30-month project, Community-Based Research Centre Society will build its capacity to serve 2SLGBTQIA+ communities, organizations, and networks to advance 2SLGBTQIA+ health and equality. Working alongside 2SLGBTQIA+ communities and partners, CBRC will undertake a comprehensive and collaborative strategic planning process to identify its strategic focus and priorities through 2027. It will develop a recruitment, compensation, and performance management strategy centred on justice, equity, diversity, and inclusion principles to attract and retain diverse, talented, and passionate 2SLGBTQIA+ staff members. Rooted in anti-racist principles, CBRC will work with partners to develop and implement a capacity-building learning module to help organizations work more collaboratively and effectively, maximizing impact.

Activating Allies Against Violence

Through this 30-month project, The Victoria Faulkner Women's Centre will scale the Next Gen Men boy's afterschool programs and community-based groups to the Yukon to strengthen the GBV sector. The project will scale to men and boys living in rural and urban Yukon. It will address a gap in supports for men and boys to confidently engage with anti-violence activism and allyship, reflect on harmful masculinities and norms, and access comprehensive sexual education that includes themes of gender-based violence. To do so, the project will train male ally mentors to activate men and boys against gender-based violence, deliver Next Gen Men Boy's Groups, establish the Yukon Sex Education Hub, and launch the Young Feminists program. The Victoria Faulkner Women's Centre will create and deliver knowledge dissemination materials and deliver a program showcase event to share information on the promising practice with others so that they may replicate it or expand upon it.

The Equity Opportunity: Advancing Women's Economic Well-Being

This 42-month cost-sharing project aims to increase the economic security and prosperity of women in Canada, particularly among those from equity-deserving groups. The LEAP Pecaut Centre for Social Impact (LEAP) will define, select, and scale innovative, high-impact programs across a cohort of not-for-profit Canadian organizations working to address the systemic barriers to women’s economic well-being. Programs and services will address one or more of the key barriers to women’s economic well-being: basic needs and social supports, education and training, the opportunity cost of caregiving, and workforce opportunity.
LEAP has secured financial and in-kind commitments from private sector donors in the amount of $3.425M, for a total project budget of $6.925M.
The project will define, select, and scale programs up to 4x-10x that address key barriers to economic security through investing in a cohort of eight (8) social ventures focused on women’s economic well-being. LEAP will provide scaling strategy and execution support together with pro-bono professional services from best-in-class private sector partnerships. The project will also distribute funding in support of targeted scaling strategies across the cohort, measure the impact of the program against LEAP’s Impact Framework, and disseminate knowledge across public, private, and social sectors.
As a result of LEAP’s model to scale social impact, women’s economic security and prosperity will increase, organizations will become more sustainable, and the collaboration between organizations and private sector will be strengthened. This initiative will contribute to a more equitable and resilient future by strengthening and modernizing organizations across Canada.
The first supplemental funding will allow for a deepening of the impact of the project through two additional activities focused on strengthening systemic change measurement across the cohort, and on better understanding potential innovative program models among the cohort.
The second supplemental funding will further strengthen the capacity of participating organizations to measure impact across the cohort, including through the adoption of technology infrastructure for data management.
