In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Adapting public offices to increase women’s political participation in Canada

This 27-month project will enable Equal Voice to advance women’s leadership and decision-making through systemic change in Canada’s legislations.

Equal Voice will achieve this by encouraging women and girls in leadership and decision-making positions in formal political systems by creating and updating policies and procedures in Canada’s legislations using a GBA+ lens. Equal Voice will work to ensure that Canada’s legislatures emerge from the pandemic as more gender-sensitive institutions. The first part of this project will be to conduct research amongst elected officials, and legislative staff at all levels of government into the way their legislatures have been working remotely, and how some of these modifications can be permanently incorporated. For the second part of the project, Equal Voice will hold a series of virtual summits to convene elected officials to share learning, knowledge, to promote advocacy change, and to build a nationwide network for change. The third part of the project involves drafting relevant policies, presenting to Standing Committees in legislatures, to political caucuses, and working with the administration within legislatures. Simultaneously, this project will encourage women and girls in leadership and decision-making positions through a knowledge mobilization campaign (reports, blogs, media engagement); leveraging and celebrating the success of changes in legislatures to encourage more women to participate in formal political institutions.

The overall success of the project will be measured by the creation of new and updated policies and procedures within legislations across Canada that reduce barriers to women’s participation

Addressing Barriers to Employment for Muslim Women

This 35-month project will get a better understand and respond to employment barriers Canadian Muslim women face through quantitative and qualitative data collection and analysis and development of strategies and tools to address the barriers through engagement of community partners, employers, and Canadian Muslim women themselves.

This will be achieved by conducting a quantitative and qualitative research based the 2021 census data. CCMW will also develop strategies and tools for employers and for Muslim Women that will then be developed as toolkits. Also, the toolkits will be launched at a national employment conference for employers, community partners and Canadian Muslim women and will offer practical workshops on the strategies and toolkits.

At the end of the project, they will create a report based on quantitative and qualitative analysis which will include policy recommendations to improve the employment situation of Muslim women.

Strengthening Feminist Intersectional Solidarity for Action

Through this 42-month project, the Canadian Research Institute for the Advancement of Women (CRIAW) will increase its ability to prevent or address gender-based violence against women and girls by countering regressive anti-feminist ideologies and movements through feminist participatory action research methods.

This will be achieved by first hiring a researcher to complete background research on the subject. Once completed, CRIAW will engage with diverse women’s organizations across Canada through regional discussion groups to assess, reflect and analyze the internal dynamics and relations of power within the feminist movement, as well as systemic and societal barriers. CRIAW will proceed to analyze the data to establish how these movements operate at the intersections of sexism, racism, ethnocentrism, heterosexism and perpetuate systemic inequality and violence. The action component of this type of research method will enable organizations representing diverse women (e.g. Black women, Indigenous women, racialized women, immigrant and migrant women, women with disabilities, young women, senior women, low-income women), as well as women’s organizations working in different areas (education, advocacy, front-line services), to be actively involved in the research and in creating solutions.

Thematic webinars based on policy areas identified in the discussion groups will also be hosted to deepen the collective understanding of the risks and threats brought on by these ideologies and movements. Lastly, CRIAW will develop and publish clear language materials and resources to best equip women’s rights organizations across Canada in their application of feminist intersectionality in collectively working to end systemic inequality, and in countering the anti-feminist regressive ideologies and movements.

Through this 27-month project, the Kermode Friendship Society will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on persons affected by violence in Terrace, British Columbia. This will be achieved by conducting a needs assessment and updating the organization’s mission, core values and policies, manuals, and procedures (including on human resources, board governance, and finance) and introducing a long-term strategic plan. By the end of the project, the Kermode Friendship Society will have strengthened its capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on persons affected by violence in Terrace, British Columbia.

Through this 16-month project, Divergenres will develop community-informed solutions to address the main barriers and gaps faced by 2SLGBTQI+ communities. Actions that will be taken to achieve this include equipping healthcare professionals to address the needs of trans people seeking to medically transition with training and career mentoring for healthcare professionals providing care to one or more trans people. An informational tool for supporting trans people in navigating healthcare services will be developed and shared in electronic and paper formats. The project will also provide tools for community organizations by training workers on providing effective guidance to trans people about healthcare and by creating a short reference guide on trans health for frontline community organizations.

Through this 40-month project, the Ontario Federation of Indigenous Friendship Centres will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls and 2SLGBTQI+ people, with a focus on 2SLGBTQQIA+ individuals in urban centres in Ontario. This will be achieved by assessing and increasing internal capacity to support Indigenous 2SLGBTQQIA+ community members; developing an inclusive framework to ensure that 2SLGBTQQIA+ roles and responsibilities are restored and honoured; ensuring the development of resources and supporting the delivery of training to members of Friendship Centres across the province on 2SLGBTQQIA+ inclusivity; developing a framework to implement the MMIWG2SLGBTQQIA+ National Action Plan across Friendship Centres; and promoting the findings of the project to GBV and Indigenous community agencies and policymakers. The project will prevent and address gender-based violence through the promotion and reclamation of traditional roles and responsibilities of 2SLGBTQQIA+ community members through access to culture and ceremony and to promote a reduction in violence, prevent violence, and begin to address gender-based violence in cases where violence is ongoing.

By the end of the project, the Ontario Federation of Indigenous Friendship Centres will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQI+ people, with a focus on 2SLGBTQQIA+ individuals in urban centres in Ontario.

Through this 40-month project, Femmes Autochtones du Québec Inc. will increase its ability to prevent and address gender-based violence against Indigenous women, girls, and 2SLGBTQI+ people. This will be achieved by raising awareness, knowledge sharing, and fighting against discrimination through the implementation of a formal partnership/coalition between Indigenous and non-Indigenous stakeholders with similar mandates, the organization of two conferences: one aimed towards service providers and another aimed towards the 2SLGBTQI+ community, and the development of an ongoing toolkit and resource guide which will be shared with their network online.
By the end of the project, Femmes Autochtones du Québec Inc. will have strengthened its capacity to prevent and address gender-based violence against Indigenous women, girls, and 2SLGBTQI+ people.
