In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 41-month project, CAAN Communities, Alliances & Networks will increase its ability to prevent and address gender-based violence against Indigenous women, girls, and 2SLGBTQQIA+ people. This will be achieved through capacity-building and engagement processes with staff, membership, and partners with the aim to implement a GBA Plus framework that centres GBV prevention as a core consideration in its governance and policy, community engagement, programming, and research. Key project activities include: conducting a needs assessment to collectively reflect on CAAN’s GBV-related work and identify recommendations and priority actions; conducting an internal review of current policies and protocols responding to GBV to identify needs, and developing and delivering a GBA Plus GBV inclusivity training and evaluation tools in response to the identified needs. The organization will also work on board governance policies to create the structural elements to support organizational GBV prevention.

Description:

Through this 29-month project, Dze l k'ant Friendship Centre Society (FC) will increase their ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQIA+ people, with a focus on individuals impacted by gender-based violence in the Smithers-Telkwa Regional District and Houston.

This will be achieved by developing and implementing a new Strategic Plan, assessing and strengthening Board governance, reviewing, updating and implementing at least one existing FC policy and procedure manual, and developing and implementing one new policy and procedure manual specific to how the FC manages its event Hall focussing on preventing gender-based violence during and after external events. In the process of developing the Strategic Plan, FC will seek to build its network and identify potential partnerships with external entities that may be linked to activities preventing and addressing GBV.

By the end of the project, Dze l k'ant Friendship Centre Society will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQIA+ people, with a focus on with a focus on individuals impacted by gender-based violence.

Through this 41-month project, the Indigenous Women’s Sharing Society (IWSS) will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on individuals impacted by GBV in the Comox Valley Regional District. This will be achieved by strengthening the capacity of the IWSS board, developing and implementing a three-year strategic plan, and developing and implementing a fundraising and grant writing manual. In the process of developing the strategic plan, the Indigenous Women’s Sharing Society will seek to build its network through community engagement and identify potential partnerships that may be linked to activities preventing and addressing GBV. Capacity Building through Network Partnerships Project

Description:

This 41-month project will strengthen Ka Ni Kanichihk’s capacity to prevent gender-based violence against Indigenous women, girls and 2SLGBTQI+ peoples through the improvement of partnerships, sharing of information and the development of skill-based tools. Specifically, the project will hire a GBV Capacity Coordinator and Project Facilitator who will lead the development of a forum of networks and training sessions to strengthen capacity and advance GBV work within organizations and communities.

The project will further develop existing Ending Violence Against Women educational materials to create a new Manitoba-based Indigenous Toolkit and a GBV evaluation and risk framework to pilot for participating partners and networks working in or seeking to work within GBV. Ka Ni Kanichihk will collaborate with the Manitoba Harm Reduction Network on the capacity building content. Their ten regional harm reduction and sexual health networks will ensure provincial reach distribution channels throughout Manitoba.

At the end of this project, Ka Ni Kanichihk will have strengthened their own capacity while also providing resources and guidance to partners across Manitoba to prevent and address gender-based violence against Indigenous women, girls and 2SLGBTQQIA+ people.

NAN Strategy to Address Gender-Based Violence

Description:

Through this 41 -month project Nishnawbe Aski Nation Corporate Services (NAN) will increase its ability to address gender-based violence against Indigenous women, girls, 2SLGBTQI+ people in 49 First Nation communities within northern Ontario. This will be achieved by building evidence and knowledge by NAN to develop a GBV Strategic Plan that will guide future programming, policies and advocacy work.

The project will engage NAN departments, NAN Advisory Councils, community members and local organizations with subject matter expertise. They will identify and secure training for NAN staff, build evidence and knowledge by completing an internal review, identifying existing services, programs, needs and gaps in the community, and develop an internal communication campaign.

By the end of the project, Nishnawbe Aski Nation Corporate Services will have strengthened their capacity to address GBV against Indigenous women, girls, and 2SLGBTQI+ people through the development of an informed NAN Corporates Services GBV Strategic Plan.

Through this 41- month project, The Native Courtworker and Counselling Association of British Columbia will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on Indigenous women and men in the Province of British Columbia. This will be achieved by: hosting two roundtable conferences focusing on strengthening collaborative approaches in the British Columbia, Yukon, and Northwest Territories to address Indigenous GBV through discussions and engagement with those with
lived experience; build partnerships to improve networks and better align services in the region; and will focus on addressing the systemic barriers that Indigenous women, children, and 2SLGBTQQIA+ people in GBV situations face within the justice, health, family court, and child welfare systems through advocacy and cultural competency strategies.

This project will engage community partners throughout British Colombia, the Yukon, and Territories to contribute to the roundtable content and participate in the events.

Through this 40-month project, the Aboriginal Peoples’ Alliance Northern Ontario (APANO) will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, across rural and urban communities in northern Ontario. This will be achieved through the implementation of their strategic plan; the development of internal policies and procedures to support safe and inclusive GBV programming; strengthening healthy workplace culture and skills; the development of an APANO Database to support efficient and targeted programming; the development and implementation of a results evaluation plan (centred on effectiveness of response and sustainability); and the development of internal research capacity.

This project will engage urban and rural indigenous people across Northern Ontario, through work with local branch offices of APANO.

By the end of the project, APANO will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people in Northern Ontario.

This will be achieved by using a GBA Plus lens to review the organization’s current policies and to develop and implement an anti-violence procedures manual.

This project will engage Métis women, 2SLGBTQQIA+ people, Elders, and community members to inform the process by including their recommendations and ongoing feedback.

By the end of the project, NIMA will have strengthened their capacity to prevent and address GBV against Indigenous women, girls and 2SLGBTQQIA+ people, with a focus on Métis women and 2SLGBTQQIA+ people in Northern Vancouver Island.
