Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Sexual Assault Centre of Edmonton (SACE) will achieve this by working with junior high schools in the Edmonton area to identify needs related to sexual violence prevention; engaging grade nine junior high boys between ages 13-15 in sexual violence prevention education programs; and facilitating sexual violence prevention education more broadly within the community.
At the end of the project, the organization will have adapted and expanded a promising practice that resulted in addressing harmful gender norms and disrupting traditional masculinity scripts that many men and boys inherit via social and cultural influences.

Emergency Support for Organizations Addressing GBV during the COVID-19 pandemic
NA190185
This project will build the capacity of sexual assault centres to respond to the immediate health and safety crisis posed by the current COVID-19 pandemic and in doing so to continue their important work to advance gender equality in Canada.
The organization will develop a process to disburse funding to sexual assault centres serving women and children victims of gender-based violence, including domestic violence, with the aim of addressing centre’s specific capacity and emergency preparedness needs. It will then coordinate the gathering, consolidation and analysis of information from ultimate recipient reporting on how funding was used. Other activities may be undertaken, as needed, including the transfer of knowledge on sexual assault centre needs, impacts, and responsive solutions to COVID-19.
The supplemental funding of $20,600,000 will expand the current project to provide additional funding to sexual assault centres (based on the requested needs) and support women’s organizations and other organizations offering significant GBV supports and services to women, outside of Québec, to prepare surge capacity to deal with anticipated influx seeking support as a result of increased gender-based violence during the COVID 19 pandemic, and to support their ability to address, prevent and reduce gender-based violence.
Additional supplemental funding of $7,197,267 was provided to CWF in order to support women’s organizations and other organizations offering significant GBV supports and services to women that were deemed eligible under the application process for funding but were unable to receive funding due to oversubscription and limited funds being available.

Protecting the Dignity and Rights of Women and Girls in Ethiopia
7457850 P012229001
This project contributes to protecting the dignity and rights of women and girls in Ethiopia by integrating the provision of sexual reproductive health and rights information, supplies, and services with sexual and gender-based violence (SGBV) prevention and response. This includes abortion and post-abortion care. Canada’s funding to the United Nations Population Fund (UNFPA) would increase the availability and accessibility of gender-based violence and family planning services. Also, gender-based violence survivors would receive free legal aid, and UNFPA would be able to continue supporting national justice mechanisms to evaluate laws, ensuring they are aligned with regional and international human rights mechanisms. As well, health facilities would be strengthened through capacity building of health staff, and procurement of medical and non-medical supplies.
Project activities include: (1) developing a gender-based analysis (GBA) plus strategy to outline approaches to and tangibly plan for integrating lessons learned from previous work, ongoing needs assessment, intersectionality, feminist monitoring, evaluation, reporting, and learning; (2) providing gender-based violence survivors with free legal aid; and (3) providing dignity kits that contain menstrual pads, underwear, and sanitary napkins accompanied by key information on GBV, GBV risks, and access to GBV services.
