In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Under this Project, the Proponent will advance Phase I of the North Atlantic Green Energy Park, a green hydrogen project in Come by Chance, Newfoundland and Labrador. The FEED study will focus on how 209 MW of electrolysis can be used to produce about 30,000 tonnes of green hydrogen each year. The study will include engineering and design of the hydrogen production and hydrogenation facilities. The study will assess how hydrogen can be stored using a Liquid Organic Hydrogen Carrier.

Cybersecurity Tabletop Exercise

The Township of Centre Wellington, in partnership with Rogers Cybersecure Catalyst, will deliver a customized cybersecurity Tabletop Exercise (TTX) to strengthen municipal resilience against cyber threats. This interactive, scenario-based workshop will simulate a realistic incident, enabling staff to test and evaluate their incident response plan (IRP), clarify roles and responsibilities, and identify gaps in current processes. Developed with a Senior Cybersecurity Advisor, the exercise will incorporate dynamic injects covering detection, escalation, communication, privacy and legal obligations, media response, and recovery strategies. Participants will receive a preparatory guide, and a comprehensive expert analysis report will follow, summarizing findings and recommendations. Delivered in person over approximately four hours, the TTX will provide experiential learning and proactive planning to enhance organizational preparedness and integrate cyber response with business continuity and emergency management frameworks.
