Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ukraine Energy Support Fund
7462591 P014589001
The Ukraine Energy Support Fund is a multi-donor platform established in 2022 to counteract the impact of Russian attacks against critical energy infrastructure. This project seeks to improve the resilience of Ukrainians to energy shocks so that they can benefit from stable access to electricity, water, and heating.
Project activities include: (1) procuring and delivering energy equipment such as transformers, generators, switches, compressors, pipes, and other materials required for repairing damaged energy infrastructure; and (2) procuring and delivering rooftop solar systems with energy storage, back-up energy systems and fuel to hospitals, clinics, or other critical health infrastructure to allow them to continue delivering essential services during power outages.

Advancing Deep Space Propulsion Technology Using High-Altitude Balloon Platforms
23FAMCGA42
This project will use high-altitude ballooning to develop technology that will find application in deep space propulsion within the solar system and beyond. The propulsion concept uses a free source of energy: the solar wind. While the solar wind is tenuous, it can be interacted with using magnetic fields to transfer thrust to a spacecraft. This proposal will develop the key hardware components required to demonstrate the Plasma Magnet: devices capable of deploying and controlling large loops of superconducting cable measuring meters in diameter from a small, CubeSat-sized spacecraft.
