In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Indigenous Women's Justice Plan Implementation and Transparency Planning

Through this 18-month systemic change project, FNJC First Nations Justice Council will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers within the justice system by developing an implementation plan for strategies identified in the Indigenous Women's Justice Plan (IWJP), engaging with Indigenous Women to promote the IWJP, working with Provincial Ministries to co-develop budgets and plans, seeking endorsement and sustained funding to implement the plan and developing and releasing a public reporting platform. An external evaluator will measure and assess the impact of the systemic change project.

Elected Officials in Action: Collaboration and Engagement for Change in Municipal Councils

Through this 33-month project of systemic change, Promotion des Estriennes pour initier une nouvelle équité sociale (P.E.P.I.N.E.S) will help advance women’s access to leadership and decision-making roles. In particular, the project will help shift municipal councils’ culture and operations to improve working conditions for elected officials and encourage the participation of women and members of visible minorities in municipal councils. To do so, P.E.P.I.N.E.S. will establish a network of current and former elected municipal officials, and people interested in municipal politics. It will develop tools and implement activities to create change in mindsets and decision-making bodies. The project will also include a component to raise awareness of discrimination issues experienced by elected officials. An external evaluation will assess and evaluate the project’s impact on systemic change.

Through this 33 -month systemic change project, Moving Forward Family Services will help advance representation in leadership and decision-making roles for Black, Indigenous, People of Colour (BIPOC) through systemic change. Specifically, the project will address systemic barriers such as the lack of capacity in small to medium-sized public sector organizations to recruit, retain and promote BIPOC women in(to) leadership positions and limited mentorship opportunities for BIPOC women by collaborating with BIPOC women and public sector leaders to understand experiences and identify harmful systems, developing and implementing workshops and mentoring sessions for stakeholder groups and co-creating strategies for policy improvements.
An external evaluator will measure and assess the impact of the systemic change project.
