In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Survivor-centred Implementation of the Yazidi Survivors Law

This project aims to strengthen the advocacy of survivors’ networks in Iraq while addressing the implementation gap of the Yazidi Survivors Law by working with the Directorate of Victims and facilitating meaningful participation of Yazidi women and girl survivors in the process. Project activities include: (1) providing training and networking support to survivor groups in Sinjar and Dohuk; and (2) providing technical assistance to state actors on how to ensure a survivor-centred approach to the law's implementation. The Global Survivors Fund implements this project.

United Nations Human Rights Engagement in Ethiopia

This project aims to scale up the Office of the High Commissioner for Human Rights (OHCHR’s) in the area of human rights monitoring, reporting, and advocacy work in Ethiopia. It also seeks to strengthen the capacity of Ethiopian national institutions and civil society actors to respond to human rights violations. This project supports the implementation of recommendations made in the 2021 OHCHR-Ethiopian Human Rights Commission’s (EHRC) joint investigation and accountability provisions. These provisions include those contained within the 2022 permanent Cessation of Hostilities Agreement for the Tigray conflict. The partner implements this project in close collaboration and coordination with national protection institutions, including the EHRC, the African Union, and various civil society organizations.
Project activities include: (1) training Ethiopian police investigators, prosecutors, judges, and members of transitional justice institutions on human rights best practices; (2) strengthening the capacity of survivor networks to engage with judicial and non-judicial accountability mechanisms; (3) creating survivor-centred communication products that provide a grassroots perspective on human rights and transitional justice issues; (4) providing free legal aid to survivors; and (5) facilitating peer-to-peer learning exchanges for selected transitional justice duty-bearers.
