About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Empowering Communities: GBV Prevention and Response Support in Guyana’s Indigenous Communities

This project aims to address the high rate of intimate partner violence in Guyana and promotes youth empowerment. Project activities include: (1) providing education and capacity strengthening sessions for community members on issues regarding gender-based violence; (2) conducting training sessions for Indigenous women focused on entrepreneurship and climate-smart agriculture; (3) engaging community members to create culturally relevant and gender-sensitive educational radio content segments on gender-based violence; and (4) delivering comprehensive sexual and reproductive health services to survivors of gender-based violence. The project will benefit Indigenous communities in Regions 1 and 9 of Guyana and is implemented by the Guyana Responsible Parenthood Association.

Project activities include: (1) training and awareness raising for youth on issues related to child sexual assault, gender-based violence, sexual reproductive health and rights, mental health, and comprehensive sexuality education; (2) training for community leaders and members on issues related to child sexual assault and gender-based violence; (3) education and training for community leaders and members on reporting protocols and referral systems for gender-based violence; and (4) establishing a community-based men’s action group to support gender-based violence prevention and response efforts. The project will benefit over 400 community members in Guyana’s Region 10 and is implemented by Blossom Inc.

Youth empowerment and gender-based violence prevention in Wayana, Suriname

This project aims to enhance entrepreneur skills among youth, provide mental health support, and establish safe spaces for survivors of gender-based violence. It also seeks to raise awareness about gender-based violence and strengthen the capacity of local service providers to offer support. Project activities include: (1) providing vocational training for youth in agriculture, handicrafts, and eco-tourism; (2) establishing safe spaces for youth to engage in recreational and educational activities, including mental health support services and peer support groups; (3) providing training for healthcare and social workers in gender-based violence responses and support and how to build trust between police and vulnerable communities; (4) launching a public education campaign to raise awareness about gender-based violence and promote gender equality; and (5) establishing safe spaces and support centers for survivors of gender-based violence and providing aid and psychological support services. This project benefits youth in the remote Wayana Indigenous territory of Suriname, specifically the villages of Kawemhakan, Apetina, and Palumeu, and is implemented by Stichting Mulokot.
