In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Boardroom Bound: Elevating Women to Governance Excellence

Through this 30-month project, the African Canadian Civic Engagement Council will help advance women’s representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers for racialized women and women of African descent within governance roles. Through this 29-month project, Support Network for Indigenous Women & Women of Colour will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by forming a Racial Equity Steering Committee for strategic planning, conducting a comprehensive organizational assessment, creating and disseminating resources, developing an online oral history collection from Indigenous LGBTQ+ individuals, and conducting evaluation and sustainability planning.

Towards a Better Understanding of Trans Rights

Through this 30-month project, Divergenres will address 2SLGBTQI+ communities’ needs and barriers to equality, specifically those of the trans and non-binary community. To achieve this, the organization will provide workshops to educate trans people on their rights and existing mechanisms to uphold those rights. It will also develop training for frontline workers and community organizations on trans rights and strategies for promoting them. This education work will be supported through the creation and dissemination of a guide and card game for trans people on their rights, as well as a handbook on trans rights for the relevant practitioners. Finally, Divergenres will select and train two groups in the greater Québec City area to support trans people through processes related to their rights.
