In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sherbrook Street Protected Bike Lane in Winnipeg, Manitoba

Description:

The Project will upgrade an existing painted bike lane to a dedicated, protected bike lane on Sherbrook Street in Winnipeg, Manitoba. The protected bike lane will be approximately 1.6 kilometres in length. The protected bike lane will span two different sections of Sherbrook Street, between . Broadway and Ellice Avenue, and between Ellice and Cumberland Avenues. Concrete curbs would be installed in the location of the painted buffer to provide physical protection for people cycling. Together with the existing protected bike lanes on Sherbrook, the Project will result in approximately 2.5 kilometers of continuous protected bike lane along Sherbrook Street. This will improve safety for people walking or using transit and reduce conflicts with cyclists.

Construction Productivity and Environmental Performance of Prefabrication through Adequate Contractual Modes and Legal Provisions

The objective of this Project is to identify the impact of contractual modes on construction productivity and on the environmental performance of projects with a large percentage of prefabrication. This Project is based on synthesis of the theoretical input from scientific literature, as well as on interviews with domain experts, statistical data provided by industry stakeholders (construction associations, public owners, professional unions) and real-world case studies provided by industrial partners (general contractors, manufacturers, developers and consultants). The objective is to compare the overall productivity of the construction of similar projects executed onsite or offsite, depending also on the contractual mode. The impact of the following types of contracts will be investigated: Design–Bid–Build; Progressive Design–Build; and Integrated Project Delivery (IPD). Additionally, environmental analysis (i.e., emissions and energy efficiency during construction and simulated operations) will be performed on the same projects.
